This Tender is invited by the Issuer.
The ROVER website is an administration system for the Road Vehicle Standards Act 2018 (RVS legislation) and provides a single integrated system for all approvals and activities under the RVS legislation for industry and public to:
- Submit and pay for an application
- Monitor the progress of an application
- Receive and respond to requests for information regarding an application
- Be notified of the decision outcome of an application.
- Enter a road vehicle on the Register of Approval Vehicles (RAV)
- Report a recall action and provide monthly progress reports
- Report issues of alleged breaches of RVS legislation by submitting a non-compliance report.
Note: the above list provides major functions, however is not a definitive list.
The ROVER website is developed on Microsoft cloud Power Platform using Power Pages and Power Apps for simple forms; with JavaScript for more advanced forms and .net webpages for most complex forms.
There are approximately 70 proposed content pages. These webpages use tool bars, content in multiple formats (for example, videos, and diagrams to accompany plain English text, pdf documents, downloadable documents however, most content is in HTML format).
The ROVER website will maintain all existing functionality, but intends to ensure accessibility standards are met and information is structured around the communication needs and preferences of the intended audience.
The updated ROVER website, where possible, has plain English text to be accompanied by images, photographs, diagrams and/or video. It should also have accessibility features such as screen reader functionality, adjustable contrast and font size may also be a feature.
An audit of the website design, structure and content is required to identify deficiencies and provide recommendations to meet Web Content Accessibility Guidelines (WCAG) 2.2 Level AA so that all users can easily access and navigate the ROVER website.
To support this work and ensure that accessibility requirements are considered, an accessibility specialist will be engaged to provide specialist accessibility services and advice.

The work will be undertaken remotely at the seller’s premises. There will be a requirement to attend in-person meetings at the buyer’s location in Canberra. Budget may be included in the seller proposal, if necessary.
