Tender Description
The Ministry of Justice invites suppliers to participate in Stage 1 of a two-stage procurement process to establish a Minor Works Construction Panel for projects under $3 million across its national property portfolio.
Procurement Process
- Stage 1 – Registration of Interest (ROI): Shortlisting experienced and capable construction partners.
- Stage 2 – Request for Proposal (RFP): Shortlisted suppliers will be invited to submit detailed proposals in early February 2025.
The Panel will ensure efficient project delivery, supported by open-book pricing, competitive procurement of sub-trades, and a commitment to broader outcomes, including workforce development, sustainability, and community engagement.
As detailed in the ROI, suppliers must demonstrate:
- Nationwide coverage with proven regional operational presence.
- Capacity, capability, and alignment with Ministry requirements.
Individual projects will be engaged via a Statement of Work (SoW), with NZS3910 or NZS3916 contracts for higher risk works. A robust supplier performance framework will ensure consistent delivery and accountability.
The Panel is expected to commence operations in April 2025.
