Tender Description
South Metropolitan TAFE (SM TAFE) is one of Western Australia’s most diverse training providers with major campuses in Bentley, Carlisle, Fremantle, Murdoch, Rockingham, Thornlie and Mandurah. SM TAFE offers more than 300 qualifications including foundation courses, apprenticeships, traineeships, diplomas and skill sets. SM TAFE have over 30,000 students across Perth campuses.
SM TAFE's AeroSpace Training Centre at Jandakot Campus is the largest training facility in Western Australia (WA) offering training in aircraft maintenance, commercial pilot licences (fixed wing and rotary) and aviation support services.
SM TAFE is seeking flight training services for two (2) categories of aircraft - rotary and fixed wing. Respondents may tender for one (1) or both categories.
Specifically, SM TAFE will deliver the theory subjects in each of the courses within each Category.
The Contractor to the Request will provide the following Services:
A. Theory components that relate to the pre and post flight briefings for each individual student flight training in accordance with CASA and OSH requirements; and
B. Practical flight training on the aircraft/s to enable each student to gain hands-on experience and apply the knowledge acquired from the theoretical training provided by SM TAFE.
The Services must be delivered by:
A. Training organisation/s licensed by Civil Aviation Safety Authority (CASA) to deliver the Services. SM TAFE’s preference is that Respondents hold a CASA licence; however, organisations that have lodged an application for a variation to its licensing delegations may be considered at SM TAFE’s discretion;
B. Training organisation/s that hold a current Air Operator Certificate (AOC) with established flight training approvals to conduct integrated training under part 141 or 142 as appropriate, by CASA to deliver the Services. SM TAFE’s preference is that the Respondents hold a current AOC; however, organisations that have lodged applications for an amendment to its existing AOC or to obtain CASA flight training approvals, but do not yet hold such certificates, may be considered at SM TAFE’s discretion;
C. Aviation flight instructors who hold a current CASA Licence and possess the required operational ratings, endorsements, and approvals to conduct flight training for the relevant phase of training as outlined in Schedule 2 (Specifications/Statement of Requirements). Organisations whose flight instructors are in progress of obtaining the required licence, ratings, endorsements, and approvals but do not yet hold them, may be considered at SM TAFE’s discretion; and
D. Organisation/s approved by the Department of Employment and Workplace Relations (DEWR) which is required to ensure that the Vocational Education and Training (VET) system provides high-quality, responsive and accessible education and training as stipulated in the National Skills Agreement.
