Tender Description
The Works Under the Contract (WUC) are to be located with the Banana Shire Area.
The scope of this tender is for the creation of a panel of prequalified contractors for the intermittent hire, under Council supervision, of suitably qualified Project Managers/RPEQ Engineers.
Council reserves the right to limit the number of contractors appointed to the prequalified supplier panel based on the assessment criteria.
Activities under this tender may include, but not limited be to:
For Council Capital Projects to be constructed by external contractors:
• Generation of tender
• Assessment of tender submissions (offering advice to Council on outcome of assessment)
• Liaise with successful tenderer regarding project planning
• Assessment of contractor supplied construction management plans and project schedules
• Supervision of Construction and project coordination.
• Schedule and attend pre-start meeting, recording all meeting minutes.
• Schedule and attend regular site inspections with the contractor, recording all meeting minutes.
• Assess all submitted extension of time, requests for information and variation requests, liaising with Council on financial impacts or project delays.
• Ensure the safe coordination of day-to-day operations of the project, including:
o Worksite safety obligations and requirements.
o Allocation of project tasks.
o Management of wet weather impacts and controls.
o Traffic control and work site coordination.
o Organization of worksite plant and equipment.
• Undertake project inspections to ensure:
o Project quality and compliance with accepted engineering standards and guidelines.
o Compliance of onsite environmental and cultural constraints.
o Compliance with all safety requirements documented in the project management plans.
o Compliance with project contract timelines and funding requirements.
• Consultation with project stakeholders as required.
• Liaison with Council’s representative at all stages of the project.
• Submit fortnightly/monthly project update report.
• Sign-off as RPEQ on compliance of project with the design.
• Provide a project completion report.
• Attend a post-construction meeting if requested.
For Council Capital Projects or external projects (eg. DTMR RPC Contracts) to be constructed by Council Crews:
• Assist with the generation of a quote for tender if requested.
• Assist with the preparation of construction management plans and project schedules
• Supervision of Construction and project coordination.
• Attend pre-start meeting.
• Attend (as required) site inspections.
• Attend all project meetings.
• Offer advice to project crew regarding construction methodology.
• Meet regularly with the crew supervisor / coordinator to discuss project progress and timeline.
• Assist with the preparation of extension of time, requests for information and variation requests, liaising with Council on financial impacts or project delays.
• Ensure the safe coordination of day-to-day operations of the project, including:
o Worksite safety obligations and requirements.
o Allocation of project tasks.
o Management of wet weather impacts and controls.
o Traffic control and work site coordination.
o Organization of worksite plant and equipment.
• Ensure project quality and compliance with accepted engineering standards and guidelines.
• Assist with the management of any sub-contractors engaged on the project.
• Ensure compliance and management of onsite environmental and cultural constraints – to be documented and updated in a construction Environmental Management Plan (CEMP).
• Ensure compliance with all safety requirements documented in the project management plans.
• Ensure project meets the required project timeline and funding requirements.
• Consultation with project stakeholders as required.
• Liaison with Council’s representative at all stages of the project.
• Submit fortnightly/monthly project update report.
• Sign-off as RPEQ on compliance of project with the design.
• Provide a project completion report.
• Attend a post-construction meeting if requested.
Rates submitted as part of this tender are to include the following:
• Provision of a suitably trained, accredited, competent and experienced Project Management staff. At a minimum the following staff members are to be available:
o RPEQ Engineer – Able to sign off on the suitability of construction
o Project Manager – Suitably qualified to ensure the efficient completion of the project and provide advice on construction methodologies, variation requests and payment claims
o Inspectors – Suitably qualified to sign off on construction hold points
• Regular communication with the Council throughout the contract.
• Supply of all equipment required to complete activities under the contract.
• Travel to and from project locations (including supply of vehicle)
• Accommodation and meals for project staff
• Suitable supervision of project management staff
• All admin expenses associated with works completed under this project
• Supply of Council with electronic and hard copies of all project files/reports
• Completion of Council safety induction by all staff undertaking activities under the contract before commencement of works (induction is valid for 12 month period)
• All costs incurred by the Contractor in complying with Commonwealth and State legislation and Local Government By-laws
• All costs associated with the hire of the plant with respect to security, interest, fees, charges, taxes, royalties, insurance and compensation
• Cooperation and coordination, using “best for project” mindset
• All overheads and profit, and
• All other expenses associated with the work not specifically listed above.
Tenderers are to note that Council, may at its sole and unfettered discretion, amend/modify the scope of works at any time during the contract.
If the scope of works is amended/modified, the Contractor is not entitled to any compensation.
