The Commonwealth, represented by the Department of Defence, and Praeco Pty Ltd (Praeco) are party to a public private partnership (PPP) agreement under which Praeco has delivered, and operates and maintains, the General John Baker Complex (GJBC) in Bungendore, NSW.

The Commonwealth is undertaking the General John Baker Complex, HQJOC Expansion Project (HQJOC Expansion Project) and intends to procure the HQJOC Expansion Project through Praeco under the existing PPP agreement.

To deliver the HQJOC Expansion Project, Praeco intends to procure a suitably qualified contractor to design, construct, commission and complete the required works (the Project). The scope of the works will include, but is not limited to:

· An extension to the main operational building at the GJBC of approximately 17,700m (GBA) over two floors, including two large computer rooms and compartmented and open plan areas for approximately 400 Defence personnel.

· A new collaboration and accommodation building of approximately 4,900m2 (GBA) over three floors, including office accommodation for Base Operations and Chaplaincy; a multifunction area for meetings, presentations and social/relaxation use; flexible collaboration spaces; and sleeping accommodation for up to 50 people.

· Associated works to the existing site-wide infrastructure to support the increase in built assets and HQJOC personnel.

· Minor upgrade works to the existing mess facility and operational support building.

All work under the Project will have a heavy emphasis on security and will require significant contribution from the D&C Contractor during construction to enable the successful certification and accreditation of both physical spaces and information technology infrastructure.

Other Instructions:

The procurement process for the Project is being conducted by Praeco and will commence with a Request for Expressions of Interest (REOI) stage. The REOI process will seek submissions from contractors interested in tendering for the Project and allow Praeco to gauge the capability and capacity of Respondents to deliver the Project.

Prior to being issued with the REOI document, any contractor wishing to participate in the procurement process must first meet the conditions for participation detailed in clause 2 of the Process and Confidentiality Deed Poll, including returning the executed Process and Confidentiality Deed Poll.

The executed Process and Confidentiality Deed Poll and DISP membership certificate must be sent to Praeco prior to the closing time and date provided in this notice.

This notice is provided through AusTender to initiate the procurement process and facilitate issue and receipt of the Process and Confidentiality Deed Poll. Thereafter the procurement process will be conducted directly with Praeco.

Conditions for Participation:

Construction companies that wish to participate in the procurement process for the Project must meet the conditions for participation detailed in clause 2 of the Process and Confidentiality Deed Poll.

Timeframe for Delivery:

The award date for the contract is anticipated to be in Q3 2026 (following a post-tender design development phase with a selected Preferred Tenderer) with physical works estimated to be complete in Q3 2028.

Estimated Value (AUD): From $200,000,000.00 to $300,000,000.00
