The Department for Infrastructure and Transport (the Department) has an identified need for the provision of Accessible Transport Services for the dispatch, delivery, monitoring and management of accessible transport services within Metropolitan Adelaide.

The services will provide point-to-point transport services for people who require a wheelchair, scooter or large (ride-on) mobility aid.

This procurement aims to approach the market to determine appropriate service delivery models for accessible transport services that will deliver a service that is:

• fully accessible to, respectful and inclusive of all people who require accessible transport, including people with disabilities;
• customer-centric, with a key focus on customer service, ease-of-use, and meeting customer needs;
• safe for passengers, drivers and other road users; and
• affordable for customers.

The Department’s preference is for a contractual arrangement that provides all requirements over the defined service area. If required, suppliers may propose partnership, consortium and / or sub-contractor arrangements to ensure full coverage.

Respondents are encouraged to provide solutions that are:

• provide innovation, including technologies and service delivery models; and
• scoped for full cost recovery through an appropriate fare structure or other means (similar to existing fare and SATSS arrangements).

Depending on evaluation outcomes, the Department may award a sole supplier contract or multiple contracts.

The proposed contract term for any contract(s) awarded will be a maximum of ten years, subject to supplier performance and service delivery outcomes.
