Background
The Lotteries Commission of Western Australia (trading as Lotterywest) is Western Australia's state owned and operated Lottery. Lotterywest will be seeking to procure a lottery platform including core systems and interfaces, point-of-sale devices and a range of associated services through a Request for Tender (formal RFT). Until and while Lotterywest undertakes this process, maintaining the continuity of existing gaming and support systems is a high strategic priority and essential to Lotterywest, its players, retailers, partners and community.
Lotterywest will provide an opportunity for industry to provide comment on the draft Request for Tender through the release of a draft Request for Industry Comment (draft RFT) expected to be released in October 2024. The formal RFT is expected to attract responses from market leaders in the lotteries industry. The formal RFT also includes opportunities for local providers to subcontract to the Primary or Secondary Contractor. By participating in the Early Release process potential respondents have the opportunity to access and comment on the draft RFT prior to the formal release of the Request for Tender in 2025.
General Information
Lotterywest will provide a pre-tender non-mandatory briefing for potential respondents, via Microsoft Teams, on Wednesday 2 October 2024. This briefing will cover the approach being adopted, details on the process for accessing and providing comments on the draft RFT as well as Lotterywest’s desired outcomes from the draft Request for Industry Comment.
Potential respondents interested in viewing and providing comment on the draft RFT will be required to register using the TendersWA website, operated by the Department of Finance, Western Australian Government. Registration can be completed on the TendersWA website: www.tenders.wa.gov.au.
Potential respondents will be required to complete a Respondent Application Form (the application form), including a Respondent Declaration and Non-Disclosure Agreement. This document is available through this Early Tender Advice. Potential respondents should take into consideration that the information provided in the application form will be evaluated by Lotterywest and only successfully vetted respondents will be granted access to the draft RFT.
Potential respondents will be required to provide any comments on the draft RFT using the template provided by Lotterywest. Potential respondents should take into consideration that the subsequent formal RFT process and associated documents may vary significantly from the draft RFT process and associated documents. It will be at Lotterywest’s sole discretion whether to effect any changes based on comments received in response to the draft RFT process. All comments, received on the draft RFT, will be treated as commercial in confidence and will not be shared, discussed or published by Lotterywest.
Process Overview
An overview of the process steps for potential respondents is included below:
- Complete registration on TendersWA
- Optional: Attend the Microsoft Teams non-mandatory briefing on Wednesday 2 October using the meeting details to be provided on or before Tuesday 1 October on TendersWA. To register for this briefing, please confirm attendance by no later than 5PM Perth Time, Western Australia on Monday 30 September by contacting Sophie Barclay at sophie.barclay@finance.wa.gov.au.
- Complete and return the application form, including the Declaration and the Non-Disclosure Agreement. The application form should be printed, completed, signed and scanned.
a) A digital copy of the application form should be sent via email to the Department of Finance representative nominated above. Digital copies should be received, by the Department of Finance representative prior to 5PM Perth Time, Friday 4 October. Potential respondents are requested to complete and submit the form at their earliest convenience.

- Upon receipt of a completed application form, Lotterywest will assess the validity of the application. All applicants will be informed of the outcome of the assessment via email, following the release of the draft RFT.
- Successful applicants will be provided instructions, via email, on how to access the draft RFT and comment template on TendersWA. All comments must be made using the comment template which will be provided with the draft RFT.
