Website Accessibility Audit

The Federal Register of Legislation (the Register) https://www.legislation.gov.au/ is the approved, whole-of-government website for Australian Government legislation and related documents. It is a public website with no requirement to sign up or log in. The website allows users to sign up to receive alert email and save their searches.

The Register is managed by the Office of Parliamentary Counsel in accordance with the Legislation Act 2003 (the LA).

Statement of Requirements

We would like a proposal for an accessibility audit of the Register at https://www.legislation.gov.au/ based on all success criteria of the WCAG 2.2 Level AA standard as recommended by the Australian Human Rights Commission (ARHC).

The auditing processes should be carried out in accordance with the W3C Website Accessibility Conformance Evaluation Methodology (WCAG-EM) 1.0 https://www.w3.org/TR/WCAG-EM/.

The evaluation process should include at a minimum;

• Testing of an agreed set of sample pages on multiple web browsers such as Chrome, Firefox, Edge and Safari on devices running Windows, MacOS, iOS/iPadOS and Android.
• The agreed set of sample pages will include standard informational pages, search and browse interfaces and results pages and the MyAccount feature.
• Assistive technology tests such as the Narrator, NVDA, VoiceOver and TalkBack screen readers along with third-party tools such as Dragon Naturally Speaking.
• Use of website accessibility evaluation tools
• Delivery of a final website accessibility evaluation report accepted by OPC

Please provide us with a proposal document that contains the methodology and scope of your proposed evaluation. Include in your proposal responses to the other requirements listed under Technical capability and Capacity.

If there are separate or optional components to the proposed evaluation please provide the price for each component as well as a total cost for the full evaluation. Please also include your proposed time frame for the evaluation and delivery of the report.
