Cairns Regional Council is inviting submissions from suitably qualified and experienced engineering consultants to undertake additional studies, investigations, modelling, basis of design (BoD) and the concept design phase for the upgrade of the Babinda Wastewater Treatment Plant (WWTP) and including preparation of D&C tender documentation for the construction of a new WWTP.
The main process components of the existing 1970's trickling filter (TF) WWTP include: primary sedimentation tank; anaerobic digester; rock media trickling filter; secondary sedimentation tank; sodium hypochlorite dosing pit; and a gravity outfall.
Following a condition assessment of the Babinda WWTP, significant remediation works were identified along with several serious and pressing issues. An options assessment was undertaken to consider options for maintaining wastewater treatment for Babinda and it was determined that the existing WWTP will be replaced with a modern TF plant and the recently replaced PST will be retained for the new TF plant.
The key features of this option are:
- New elevated SS inlet works with an automated screen;
- Retain and relocate (if possible) existing new PST and the dosing chamber; and
- New treatment plant with TF, humus tank, anaerobic digester and hypo dosing system.
It is expected that the consultancy works shall be completed to a high standard, and in compliance with the scope detailed in this Request for Tender (RFT), to appropriately inform the preferred path for upgrade of the WWTP

Submissions must be fully received by this time. Late, verbal or emailed tenders may not be accepted and will be subject to Council's sole discretion.
Submissions will not be opened publicly. The lowest or any tender may not necessarily be accepted.
Council reserve the right to change the specifications prior to making a decision on the submissions received in response to this invitation.
Council may invite all Respondents to change their submission to take into account any change in the tender specifications.
Tenders are to remain valid for a period of 120 calendar days from the Closing Time.
