This Tender is invited by the Issuer.

⁠⁠⁠The Joint Transition Authority (JTA) Branch are responsible to provide transition information to ADF Members and their families. A key resource used is the ADF Member and Family Transition Guide (Guide). This Guide has historically been provided in printed hardcopy versions and the content of the Guide is currently reviewed and updated annually. It is anticipated that in moving to a digital form, updated amendments will be able to occur throughout the year to reflect change in policy/ new services etc.

In the last 12 months, the JTA have moved away from producing printed hardcopies of the Guide and are promoting the use of an electronic version of the Guide. The electronic version is publicly available on the Department of Defence external website and is currently in a flip-book format. JTA have been advised by the ADF website team that this style of format is better than a downloaded pdf file.

Website analytics have identified to the JTA that the guide is not being regularly accessed, which is concerning to the JTA. The feedback received from ADF Members and Families has confirmed the site is not easy to use and/or search for information. Other feedback received has identified there are issues with accessibility of the document, for example if a person is using a screen reader, or if a person is colour blind.

The JTA is seeking to engage an experienced supplier to provide a simple and effective mobile app for ADF members and families to interact with the guide with the following scope:

  • Development/building of an app that will contain publicly available cleared content including links to websites and videos
  • Convert the current PDF ADF Member and Family guide (ADF Member and Family Transition Guide | ADF Members & Families | Defence) to a searchable app – see diagram A
  • Include videos that are accessible via the app and down loadable
  • Must be accessible, easy to navigate, visually uncluttered, collect feedback, optimise performance, visually appealing and easy to use
  • Available to download from the app store, Google play, Amazon Echo etc –free of charge
  • Licences available to JTA to allow for in -house updates of content and videos to be made by the JTA
  • Timeframe – build expected to be completed including all content loaded by late Aug with go-live early Sept
  • Must comply to Department of Defence policies that are applicable to this RFQ
  • Reporting analytics available to JTA real time
  • Responses should be no more than 50 pages.
