This Tender is invited by the Issuer.
The National Mental Health Commission (NMHC) is undertaking a broad reaching program of organisational, functional, and cultural change. The NMHC is seeking change management support for:
- the transition of all staff (approximately 35 people) into the Department of Health and Aged Care as part of a Machinery of Government change (by 1 October 2024)
- a review of the NMHC’s Functions and Future Direction (expected to commence 11 October 2024), and
- anticipated future realignment for the NMHC.
We are looking for experienced change managers who have preferably worked with the health or public sector community, or are able to quickly develop relationships with subject matter experts. It’s an excellent opportunity to influence how these initiatives progress while contributing to broader changes. Additionally, there will be an element of building change management capability as part of this role.
Successful respondents will be required to:
- deliver change in-line with the National Mental Health Commission Staff Engagement Framework and Enterprise Agreement, and the Department of Health and Aged Care’s Enterprise Change Management Framework and Enterprise Agreement
- develop and contribute to key outputs such as: stakeholder analysis, impact analysis, readiness assessments, risk assessments, leadership support plans, consultation plans, resistance plans, review induction and training support plans.
- identify potential people-related risks and anticipated points of resistance, and develop specific plans and actions to mitigate or address the concerns
- identify, monitor and report on whether impacted staff are ready, willing and able to make the changes
- provide advice and expertise in change management including mentoring and coaching as needed
- provide support aligned to the EL1 equivalent in the APS
- travel to other office locations, either locally or interstate, on an as-needs basis. (Offices for the NMHC are in Canberra and Sydney with several staff working in other cities.)
