Tender Description

This Tender is invited by the Issuer.

The National Emergency Management Agency (NEMA) is working with the Department of Infrastructure, Transport, Regional Development, Communications and the Arts (DITRDCA) to deliver a new national telephony-based warning capability: the National Messaging System (NMS).

When complete NMS will use cell-broadcast technology to send geo-targeted local, regional, and national emergency warning alerts to mobile devices in near real-time. The Australian Government will use the NMS to deliver messages and information during events of national significance. State and territory emergency service organisations that subscribe to an Inter-Governmental Agreement will also have access to deliver targeted alerts and warnings during an emergency or disaster event.

NEMA is a new agency. The Australian Government has not previously been involved in the facilitation or provision of emergency warning information to constituents. States and territories continue to be primarily responsible for responding to any emergency, crisis, or hazardous event within their jurisdiction(s).

NEMA will be hosting an inter-jurisdictional workshop event over two days (24 and 25 July 2024) with representatives from each state and territory, as well as Australian Government agencies responsible for coordinating an emergency response. There will be approximately 30 participants at the workshop.

The purpose of the inter-jurisdictional workshop is to:

  1. Strengthen relationships and engagement with state and territory stakeholders
  2. Support the development of an Operating Protocol that will inform the shared and consistent use and management by all users.

We seek the services of an experienced Workshop facilitator or small facilitation team, that can support the NMS Project Delivery team to:

  1. Finalise an agenda and running sheet for the workshop, to assist in the attainment of agreed workshop outcomes
  2. Facilitate the workshop, including any breakout (i.e., group based activities) undertaken
  3. Provide a report containing key insights and messages provided by stakeholders during the workshop against each of the agenda items.
