Development of EPA/EIA ICT Strategies

⁠⁠⁠The Nature Positive (Environment Protection Australia) Bill 2024 and Nature Positive (Environment Information Australia) Bill 2024 were introduced into Parliament in May 2024 to establish Australia's first national independent environment protection authority. If the Bills passe into legislation, the independent EPA will be established from 1 July 2025 and a statutory Head of Environment Information will be established within the DCCEEW.

To effectively deliver the services and functions of Environment Protection Australia (EPA) and Environment Information Australia (EIA) and, an ICT Strategy for the EPA and EIA needs to be developed. DCCEEW does not currently have the capacity to undertake this work and seeks external assistance.

To identify opportunities, DCCEEW requires a thorough analysis of its systems and related business processes in the digital space, to identify where system changes or investment will have long term community or business value and return to government to support the successfully delivery of the EPA and EIA.

DCCEEW is seeking the provision of consultancy services for the development of an ICT Strategy and Investment Roadmap to:

• Assess current state DCCEEW's systems and processes and their outputs/deliverables.
• Identify and analyse areas where system changes or investment would have long term community or business value and return to government.
• Determine investment impacts, including return on investment and business benefits.
• Recommend a future state for systems and processes (EPA and EIA)
• Develop an Investment Roadmap and accompanying strategy.

The above outcomes are required to enable the EPA and EIA to determine their future priorities with respect to digital and ICT investments.

The expected deliverables resulting from this engagement are:

• Review of current state related systems and processes
• Recommendation for a future state of systems and processes
• Provision of EPA and EIA Digital and ICT Strategies
• Provision of EPA and EIA Digital and ICT Investment Roadmaps
