EOI - Payroll System & Rectification Project

Woorabinda Aboriginal Shire Council would like to invite Registered and Licensed Businesses to:

• Undertake an internal review of our payroll system for accuracy and compliance with legislative and Award requirements.
• A review of our current system has identified a number of areas for potential system improvement, data accuracy issues, and instances where staff were being underpaid and / or overpaid.

Background information / Compatibility requirements

SCOPE of WORK:

Council requires your business to perform three primary payroll tasks:

1. Review Council’s payroll function and 2023/24 payroll transactions to identify all areas of non-compliance, with reference to Council’s internal payroll review. This can be conducted concurrently with item 2.

2. Provide an experienced payroll officer / consultant to work onsite in Woorabinda to investigate and rectify all identified issues, and to process any necessary backpays.

3. Provide mentoring and training to upskill Council’s payroll officer, and appropriate recommendations for changes to the payroll processes to align to best practice.

It is estimated that the project may take up to three months to complete. The successful Business will be required to provide a consultant to work primarily onsite in Woorabinda. Suitable accommodation will be provided at no cost.

SUPPORT INFORMATION

The following information may be used to support the development of your response:

-The Payroll Officer is new to the role since January 2024.

- Payroll processing is conducted weekly.

- Council has approximately 78 staff and a weekly wage bill of $62,000.

- Staff are primarily employed under the Queensland Local Government Industry Awards with 8 executive staff on contract terms only.

- Council does not have a Certified Agreement or any site-specific arrangements.

- Council uses the Synergy Soft (IT Vision) finance and payroll system.
