The Department of Veterans’ Affairs (DVA) is the custodian of a large quantity of data on veterans and their families, including their interactions with DVA. This data is valuable to external researchers and other government agencies seeking to design and evaluate policies, programs and improved services for veterans.
Linking DVA data into the Australian Bureau of Statistics (ABS) Person Level Integrated Data Asset (PLIDA) will support a more holistic view veterans throughout their different life stages and identify the protective and risk factors associated with various outcomes. In addition, it will provide a secure way for DVA to allow external researchers to access its data and may be a basis for a National Veteran Data Asset, a topic of interest for the Royal Commission.
To support DVA to link its data into the ABS PLIDA environment, a Data Management Agreement between the ABS and DVA must be drafted. A DMA is required to establish, amongst other things, a business case and data requirements for the provision of DVA data into PLIDA and the standard security and privacy arrangements that apply in relation to the provision. Compliance with the DMA is a mitigation against unlawful access, disclosure, modification, manipulation or aggregation of data.
Requirements:
- Reviewing relevant existing data sharing/management agreements and engaging with relevant stakeholders within DVA and ABS to ascertain their requirements
- Drafting the DMA in accordance with stakeholders’ requirements and providing the draft for feedback from stakeholders
- Incorporating stakeholder feedback into the final delivered DMA
