ADSCS Geraldton DFI Power/Ground (P/G)
- Installation of no less than 102,000L of diesel in above-ground self-bunded storage tank(s) at DFI (P/G) integrated with the existing generators; and
- Removal of underground storage tanks.
JORN Laverton (1) DFI (P/G)
The Works for the Receiver Site (Rx) DFI(P/G) and Transmitter Site (Tx) DFI(P/G), each incorporating a combined power and ground fuel installation for the Infrastructure and System Remediation items, will comprise:
- Provide one (1) new bowser at each site (Rx and Tx) to include the required associated UPP pipeline to facilitate the installation of the new bowsers;
- Provide automated/remotely monitored tank gauges to include high/high-level alarm and valve isolation systems that prevent ‘tank overfills’;
- Provide compliant turning circle at the offload point for triple fuel tanker vehicle;
- Removal of disused oily waste tank and remediation works as required; and
- Provide automated tank monitoring in line with the standardised DFI(P) controls system design from Tranche 1. Monitoring to include:
-tank level
-interface to site alarms,
-monitor the movement of stock within the facility,
-integrate into tank isolations (if applicable), and
-tank gauging to be linked to Joint Fuels Information Management System (JFIMS) to improve stock reporting.
JORN Laverton (2) DFI (P/G)
Bulk Tank Overfill Protection
- Provide for tank gauging and actuated valves at the offload points for existing Rx and Tx Underground Storage Tanks (USTs) and new independent high-high level switches for the Rx USTs, noting that this requirement on Rx tank is only required should there be no mechanical overfill valve present on inlet lines
- Provide for the removal of the existing tank level air gauge system and replacement of the complaint tank level monitoring system
- Provide 1x IHH level switch on the existing Rx AST (1 in total) and provide for the modifications to the Rx control system to permit AST to UST transfer when the UST level is above 26,800 L; and
- Removal of the battery-operated ILAHH from Rx AST.
Review and develop all site Fuel Standard Operating Procedures (SOP’s). Develop drafts as required with particular notes for the recirculation pump and valves and equipment within the Lubrication storeroom for Commonwealth review and approval.

- Tank turret water ingress.
-Provide for structural modification to allow the rainwater to be naturally drained away from the tank turrets.

- Complete a full compliance review of audible alarms to all Electrostatic Sensitive Devices (ESDs) across both Tx and Rx sites and provide rectification recommendations
- Complete an assessment and evaluation of e-stops to consider purpose, activation and response and provide recommendations.
- Eye wash/ Emergency Shower. Complete compliance/ risk assessment to determine adequate eye wash and emergency shower facilities to the sites and provide a recommendation. Assessment to determine the type of safety device required (bottles, shower, etc.) for the DFI and/or offloading and dispensing facilities at both the Rx and Tx sites.
- Offloading interceptor remediation. Complete an assessment of all Fuel interceptors on both the Rx and Tx sites for compliance, incorporating review and recommendations for compliance rectifications, noting that the elevation from the tanker offloading point to the interceptor at Rx offloading has been identified as inadequate.
Site Bowsers to TX & Rx sites. Complete a compliance review and assessment floor grades, interceptors and bunded area to ensure that spill will be appropriately captured and sent to a triple interceptor designed for hydrocarbons and vehicle wash is not shared with interceptor on Rx site and ULP earthing clamp and interlock are to be removed.
