Tender Description

⁠⁠⁠Richmond Valley Council has called this Tender to engage a suitably qualified and competent organisation for the remediation of the Bentley Road Landslip and reinstatement of the road pavement. This significant slip occurred during the February and March 2022 flood events.

The site is located on Bentley Road approximately 1.1km east of the Intersection of Manifold Road. Bentley Road is a regional sealed road that provides an essential link between Kyogle Shire and Lismore City and serves as a primary production and local resident route.

Council’s most recent traffic counts in this area recorded in 2023 indicates the Annual Average Daily Traffic (AADT) is 2,591 vehicles per day, with 30.4% of that being heavy vehicles.

Essential Public Asset Restoration (EPAR) Claims have been made for the repair of flood damage to this site under NSW Disaster Recovery Funding Arrangements (DRFA).

Background information / Compatibility requirements

DetailsDuring the February and March 2022 flood events, the landslip occurred resulting in approximately a 200m section of embankment collapsing onto the road requiring the road to be reduced to one lane under alternating traffic control arrangements. With Naughtons Gap Road being closed as well due to a significant landslip, this caused large disruptions to local traffic. Council conducted works on the site to have the road re-opened to dual lanes. This was achieved by having the embankment scaled and cordoned off with concrete barriers, shifting the road 4 meters and creating a temporary dual lane carriage way.

The scope of works includes but not limited to,

1. Any additional investigation of the site

2. Preparation of an REF

3. Mobilisation of equipment and Establishment of facilities on site

4. All Traffic and Environmental management, including the ongoing hire of the concrete barriers that are currently on site for as long as required.

5. Minimal additional localised Embankment Scaling including the removal of all loose and overhanging sandstone blocks on the crest in accordance with supplied Geotech report

6. Minimal removal of additional vegetation to reduce root jacking of the embankment face

7. Access track to enable access to the crest of cutting including the removal and reinstatement of fencing as required (PROVISIONAL ITEM)

8. Vegetation clearing to enable the construction of a top of embankment catch drain (PROVISIONAL ITEM)

9. Embankment drainage (PROVISIONAL ITEM)

10. Removal from site of excess spoil to either,

- Option 1; Nammoona Waste and Recovery Facility

- Option 2; Nominated RVC approved stockpile site within 20km

- Option 3; At an approved location nominated by the Contractor

11. Road Pavement construction to a geometric design provided by RVC including pavement drainage

12. Line Marking, Signage and Guide Posts

13. Site Rehabilitation

14. Provision of Works as Constructed data, including quality records and associated documentation
