This Tender is invited by the Issuer.
The Buyer employs approximately 32,000 people on a permanent, temporary, or casual basis. Employees are engaged in the provision of services to the community through agencies including but not limited to: Health, Education, Housing, Community Services, Transport, Municipal and Emergency Services.
Chris21 and HR21 are existing systems that form the core current HR and payroll solution for the Buyer. Chris21 is primarily the interface and rules of engagement for payroll and the HR21 system is the system through which staff can apply for leave, see leave balances and pay information etc.
These systems have been in use since 2005. The maintenance of these systems has not followed the vendor technology roadmap, and annual release updates have not been undertaken for several years, leaving these systems largely unsupported.
The Payroll Capability and Human Resource Management (PC-HRM) program intends to undertake several phases of work to upgrade HR21 and Chris21, Modernise Reporting platform, Payroll Exception Management Application implementation and decommission the ‘at risk’ Rator systems by replacing their functions through Chris21 or other enterprise solutions (that may be provided by a third party). It would also see the design and implementation of a WhoG T&A solution integrated with Chris21 to remove manual processing.
The Buyer seeks Responses from suitably qualified and experienced Sellers to act as an Independent Assurance Partner for the program. They will be required to support the program across all of the phases of work to ensure the documented approach, governance artefacts and integrated master schedule are fit for purpose, and have adhered to best practice governance with deviations captured through a controlled change process.
