ALMA / PLMP Program Evaluation

BACKGROUND

PHD is a ten-year Australian Government facility (July 2016 – May 2026) and its overall strategy and implementation approaches are informed by the PHD Guiding Strategy, developed by DFAT in 2019, which highlights the importance of working to strengthen government systems to deliver essential services, with a focus on improving the quality and inclusiveness of primary health care, basic education and social protection services.

The Professional Leadership and Mentoring Program (PLMP) commenced in 2016 and re-branded (2019) to Apoiu ba Lideransa, Mentoria no Aprendizajen (ALMA), supports the Ministry of Education (MoE) to improve school leader quality with an emphasis on supporting improved teacher professional learning, particularly in implementing the National Basic Education Curriculum (2015 curriculum) across all public schools in Timor-Leste. The ALMA program has been rolled out to all Timor-Leste’s 13 municipalities, with 10 municipalities being directly supported by PHD.

The ALMA program includes the following core components:

• Leaders of Learning program (professional development for school leaders focused on instructional leadership and promotion of safe and inclusive schools).

• School-based peer professional learning groups for teachers (GTPs) and school leaders (GTLs).

• Mentoring support for school leaders from national and local education mentors

• Classroom observation of teachers to improve teacher quality.

The Assignment

The purpose of the proposed evaluation is threefold:

1. Assess the extent to which and how the ALMA program has contributed to improved girls’ and boys’ literacy and numeracy skills (impact).

2. Assess the extent to which the ALMA approach and program components contributed to improved classroom teaching practice (effectiveness).

3. Support evidence-based programming in basic education.
