Tender Description

ALEXANDRINA COUNCIL (the Council) invites tenders from Tenderers for the provision of Strategic Management Plans Review (the Services).

PROJECT OVERVIEW

Alexandrina Council invites qualified and experienced consultant/s to submit tenders for the comprehensive review, integration and development of Alexandrina’s Strategic Management Plans including;

Strategic Asset Management Plan

Long Term Financial Plan

Community Strategic Plan

a. A2040 Narrative 2020-2040

b. A2040 4 Year Delivery Plan 2020-2024

c. A2040 ‘plan on a page’ – a quick reference guide and summary.

Development of 8 Village Innovation Plans (Township Plans)

Pursuant to section 122 of the Local Government Act, Council is required to complete a review of our Strategic Management Plans (SMPs) by no later than November 2024.

BACKGROUND

Section 122 of the Local Government Act 1999 (SA) directs councils to develop and adopt a suite of plans for the management of its area, which are collectively called Strategic Management Plans.

Council’s current suite of Strategic Management Plans includes:

Alexandrina Council Asset Management Plan 2022-2031.

Alexandrina Council Long Term Financial Plan 2022-2031

Community Strategic Plan (3 documents)

  • A2040 Narrative - A ‘future thinking’ story celebrating our 20 year vision through strategic storytelling and reflective of over 2,000 community voices.
  • A2040 ‘Our Plan To Thrive’ 4 year delivery plan (2020-2024) – Is our Community Strategic Plan which introduces a new approach to community engagement and consultation through annual Village Conversations and Annual Village Innovation Plans (to be developed) that will help guide and influence future LTFPs and AMPs.
  • A2040 ‘plan on a page’ – a quick reference guide and summary.

A2040 is a different approach to traditional local government planning and was developed using a ‘place led, community fed’ approach as a model for Council to transition to ways of working differently, while honouring existing obligations, that empower local people and communities to participate in the decisions that affect them and the places they care about.

Alexandrina’s Strategic Management Plans are supported by a suite of other plans, strategies and reports, which together we aim will form an integrated strategic planning and performance reporting (SPPR) framework.

Section 122(4)(b) requires Council to “undertake a comprehensive review of its strategic management plans within 2 years after each general election of the Council’. Alexandrina is thus required to complete a review of our Strategic Management Plans by no later than November 2024.

Section 122(6) also requires Council to “adopt a process or processes to ensure that members of the public are given a reasonable opportunity to be involved in the development and review of its strategic management plans”.

Council has already undertaken a large amount of public consultation that will feed into our reviews including:

  • A series of “Village Conversations” and participatory budgeting processes focused on informing development of the Delivery Program, Long Term Financial Plan and Infrastructure & Assets Management Plan (during November 2019 – March 2020);
  • 2021 series of eight township ‘Village Conversations’ between May – November.
  • 2022 Annual Business Plan and Budget – Six Information Sessions and workshops (Mount Compass, Middleton/ Port Elliot, Milang, Clayton Bay, Goolwa, Strathalbyn)
  • 2023 series of eight township ‘Village Conversations’ between October – December

Project 1: Strategic Asset Management Plan (SAMP)

Alexandrina Council is seeking to engage a suitably qualified and experienced consultant to undertake the development and delivery of Councils Strategic Asset Management Plan. Council is seeking a SAMP that can be aligned to ISO55002 to promote alignment with the international management standard.

Project 2: Long Term Financial Plan (LTFP)

Alexandrina Council is seeking to engage a suitably qualified and experienced consultant team to provide advice and methodology on best practice approach and timing to review and recast the Long-Term Financial Plan ensure adherence to section 122 of the Local Government Act and ensure review is completed with new plan adopted prior to November 2024.

Project 3: Community Strategic Plan (SMP)

Alexandrina Council is seeking to engage a suitably qualified and experienced consultant team to review and suggested improvements of the current A2040 suite of Plans that form the Community Strategic Plans. Design and develop the revision of the A2040 Narrative, next 4 year iteration of A2040 ‘Our Plan To Thrive’ (2024-2028) plan. Integration of Community Engagement outcomes into the final version of the CMP’s and report preparation to present to Council for adoption.

Project 4: Village Innovation Plans (VIPs) for 8 Townships

Alexandrina Council is seeking to engage a suitably qualified and experienced consultant team to review consultation material and summarized findings and synthesize into activities and measures aligned to the Alexandrina 2040 aspirations and the five key action areas: Climate Response, Appropriate Growth, Community Inclusion, Transport Connections, and Environmental Innovation.

Develop plans in a way they can be used to Inform Council’s budgeting processes, including the Long Term Financial Plan (LTFP), Asset Management Plan (AMP), and strategies such as the Economic Development strategy and Disability Access and Inclusion Plan.

Develop plan in a way items can be captured to be featured in Council’s delivery program, including the Annual Business Plan and Budget.

Design of Future Village Conversations timing, purpose and structure.

Agreement Provisions

Consultants may bid for all projects, individual projects or put a team of consultants to work together across projects.

The Council will enter into an Agreement for these Services with the successful Tenderer(‘s).
