The Demand Projection Model (DPM) involves a module which projects new entrants to the DVA system based on historical experience. Improving our understanding of those separating from the Australian Defence Force (ADF) will improve the performance of the model as these characteristics can be predictive of future DVA interactions.

An effective way of enhancing the understanding of new entrants is to incorporate data extracts provided by Department of Defence (Defence) on separated personnel. Defence has been regularly sharing data for personnel separating since 2016 which has been successfully integrated into the DPM. This is a relatively straightforward exercise as this data includes linkable information on each client.

Defence has recently shared a second data extract of personnel who separated between 2001 and 2016. Unlike the original extract, this dataset does not include readily identifiable information, so DVA must design a model or matching mechanism to integrate this data successfully. DVA is seeking expert support to design and implement an integration approach for this second Defence extract.

Requirements:

  1. Design, implement and validate the methodology to link the Defence extract into the DPM and refine DPM projections accordingly;
  2. Create reusable processes/methods for future linkage of similar data into the DPM;
  3. Fully document the methodology and codes;
  4. Work in DVA’s IT environment and in collaboration with DVA staff and other service providers on the methods used
