This Tender is invited by the Issuer.

In 2019, DVA launched a pilot program allowing veterans with PTSD to request an assistance dog to support their clinical recovery goals. Around 500 veterans have accessed the program to date, supported by four service providers (2 large, 2 small). An initial evaluation of the program has been conducted and DVA is considering expanding the program. An important input into the decision-making process to expand the program is the estimated costs of expansion, and how these could vary under different roll out scenarios including geographic footprint of the roll out.

DVA is seeking support to estimate the funding required to expand the program. This will involve implementing advanced modelling and analytics techniques to estimate take up rates (based on the PTSD population, which will be provided), geographic distribution, as well as the costs of the program. These costs will include the cost of DVA staff (to oversee the program, establish and manage providers) and the funding passed through to service providers (to process applications, train dogs and provide ongoing support to participants) as well as required provider locations and capacity.

Requirements:

  1. Engage with relevant stakeholders to understand processes and requirements
  2. Design, implement and validate techniques to estimate demand and geographic distribution for the Psychiatric Assistance Dogs program
  3. Create a Demand Driven Funding Model for psychiatric assistance dogs program based on results of predictive data analysis
  4. Create reusable generic processes/methods for future modelling of cost provider demand across other programs assisting veterans and their families
  5. Full documentation of the approach and model
  6.  Work in collaboration with DVA staff on the approach and methods used as well as providing upskilling and training to DVA staff
