Tender Description

1.(a) The purpose of this Request for Tender is to establish a preferred panel of contractors to perform part or all of the following services on an ‘as required’ basis throughout the term of the agreement. The preferred list of contractors will be capable of providing the following services:

  • (i) Supply and install chain wire fencing
  • (ii) Remove and dispose of existing section, and replace with new chain wire fencing parts
  • (iii) Supply and install steel post and rail.
  • (iv) Remove and dispose of existing section and replace with new steel post and rail parts.
  • (v) Supply and install RMS rural road boundary fencing.
  • (vi) Supply and install bushland boundary fencing.
  • (vii) Supply and install balustrade fencing.
  • (viii) Remove and dispose of existing section and replace with new balustrade fencing parts.
  • (ix) Supply and install boundary fencing for premises.
  • (x) Remove and dispose of existing section and replace with new boundary fencing parts.
  • (xi) Construction of new concrete strip for fixing of base plate type fencing
  • (xii) Removal of existing fencing and disposal of site to contractor's tip / facility
  • (xiii) Supply and install of safety barrier systems.
  • (xiv) Remove and dispose of existing section, and replace with new safety barrier system parts.
  • (xv) Supply and install bollards (technical information, catalogue and photos to be provided by Contractor)
  • (xvi) Supply and delivery of bollards to Council's Depot at Copeland Street, Kingswood
  • (xvii) Removal and Disposal of Existing Bollards

(b) The categories and type of work expected to be performed is more fully described below.

(c) Through this tender process Council may establish an approved panel of Contractor’s ranked in order of preference based on the evaluation criteria.

(d) Council has the right to select contractors to provide part of or all the services.

(e) The first ranked Supplier will be given first option to carry out the works required, if they are unavailable to perform the work or deliver within the time required or default in their responsibilities under the agreement, then the second ranked Supplier will be selected and so on.

(f) Where specific major work is required each company on the Panel of Contractors may be invited to submit a lump sum price for the work. In these instances the Company providing the best value offer will be awarded the work.

(g) The allocation of all other work will be on an as required basis in accordance with the header terms and conditions with no guarantee of the volume of work required.

(h) Tenderers are required to provide the costs for each designated category of work

(i) The scope of services includes all existing Council structures, any new installations and repairs to all existing Council owned fencing.

(j) The supplier may be required to quote supplies for jobs being performed by a contractor performing works on a larger overall project. The supplier is to provide the pricing quoted in this tender.

(k) The Work is awarded on a schedule of rates basis in accordance with the tender pricing schedules herein.

(l) The contract may be awarded to a panel of suppliers. This will be determined at the time of reviewing the responses.

(m) Council may choose to award different items to different contractors. This will also be determined at the time of the evaluation of the responses and based on the products supplied by contractors.

(n) Council will issue separate orders for each work requirement. The range of fencing products required is described in the specification below. Council makes no representation or guarantee in regard to the exact quantity of items required throughout the period of the agreement.

2. Duty of Care

  • (a) All staff performing the required Services must be trained in the use of all equipment and in safe chemical handling procedures.
  • (b) Work Health & Safety issues relating to chemical safety and manual handling must be observed by the Contractor at all times during the performance of the Service.

3. Notes on Pricing Schedule

  • (a) Completing this pricing schedule
  • (b) Tenderers MUST complete the Section 'Day work' as compliance requirements.
  • (c) Tenderers are encouraged to include all of the Part’s A, B and C to increase job opportunity in the panel. Council reserve right to accept whole or part of the tender at its own discretion.
  • (d) Tenderers must price all items in the same part. Incomplete pricing schedule will render tender submission invalid. Refer to the Note 1 below for more detail. All prices submitted in this pricing schedule shall be GST exclusive.

4. General requirements

  • (a) You MUST complete the relevant part(s) of the pricing schedule by filling in all required fields. Please put your tender offers, 'included' or 'excluded' as the case maybe in the relevant fields and DO NOT put zero, any other wordings or leave any blank. In case of putting 'included', please provide your explanation and detail breakdown of the costs for that item. Council reserves right to accept or not any doubtful pricing on our own merit. Council will not consider any tender in the relevant part(s) with incomplete pricing schedule.
  • (b) The quote is on schedule of rates basis. The estimated quantities if any, are for information only. Payment shall be made according to the requirements set out in the Request for Tender and the contract conditions.
  • (c) Except for those pay items with separate prices for different job sizes or material types etc, the submitted prices of the corresponding tasks will be applicable for any job sizes and comply to the specifications.

(d) Abbreviations:

  • (i) Linear metre = m
  • (ii) Linear metre of wire replaced = m of wire
  • (iii) Linear metre of rail replaced = m of rail
  • (iv) Square metre = sqm
  • (v) Cubic metre = cum
  • (vi) Each number = Each

(e) All measurements shall be to the nearest 2 decimal places, unless otherwise stated.

(f) "Costs for DIAL BEFORE YOU DIG and use of utility authority approved methods in carrying out the required work are deemed to be included in corresponding pay items and shall not be charged separately. Where the Contractor’s method of working results in additional adjustments to their plant being deemed necessary by utility authority, the Contractor will arrange for and bear all costs relevant to those additional adjustments. This applies regardless of any approval to the method of working by council.

(g) The Contractor shall comply with the statutory requirements for maintaining safe working clearance to overhead electrical services."

(h) Pay items shall generally cover the costs on:

(i) Where the pay item specified, traffic management throughout the work include the provision of up to 1 traffic controller. Additional traffic controller shall be paid by day work pay item;

  • (ii) RMS permit for works if required;
  • (iii) necessary erosion and sediment control measures;
  • (iv) dial-before-you-dig;
  • (v) costs of all materials, plant and equipment;
  • (vi) standard concrete footing as per drawings or alternative footing as specified and covered by corresponding extra over items;
  • (vii) remove all materials off site as per the Note 8;
  • (viii) activities to carry out the works in entirety;
  • (ix) WHS management;
  • (x) quality management including inspection and testing."

(i) All excavated, demolished materials and surplus materials shall, at the Contractor's cost, be removed off site for re-use, recycling as per the best industry practices on cirular economy or, if these options are unavailable and as the last resort, be disposed off site at the Contractor's cost.

(j) If additional traffic control is required to be engaged, prior approval of Council shall be obtained. Payment for additional traffic control will be made on the day works rate.
