This Tender is invited by the Issuer.

The Australian Government is developing a new technology platform to administer funding for schools and universities, ensuring the reliable delivery of $46 billion in funding each year. Australia’s schools and higher education institutions rely on consistent, accurate and reliable payment of government funding. $46 billion is paid annually by the Government to ensure the delivery of Australia’s education outcomes. A new funding system is being developed to ensure the Government continues to make accurate payments on time, to provide a streamlined experience for schools and higher education providers.

As part of the overall system delivery, business improvement and transformation opportunities are being explored.

The Department is seeking support from an experienced business design team to support the exploration, definition and capture of business improvement opportunities across our Schools and Higher Education, Research and International Groups directly related to the new technology platform.

The work will be led by the EFS Project Product Team and require outstanding business strategy, facilitation and information design skills delivered in a lean team environment.

Specifically, the successful provider will need to work with the Product Team Lead Advisor to:

  • Provide best-practice digital business strategy support to identify, define and evaluate the opportunities of the proposed system transformation.
  • Document opportunities in a formal business architecture that aligns with the project service and technology blueprints and roadmaps.
  • Engage with a range of business line and corporate teams to ascertain enterprise-based strategy solutions and map these to the emerging enterprise workforce, business and capability frameworks.

The key outcomes of the work will be:

  • A succinct and clear business architecture with defined strategic and operational solutions to take advantage of the developing technology platform.
  • An implementation roadmap that aligns the opportunities with other project and enterprise initiatives.
  • A maturity assessment to support the implementation roadmap.

The key skills the Department is seeking are:

  • Digital Business and Business Transformation strategy development
  • Facilitation and requirements gathering skills in a co-design environment
  • Information and documentation design.

The work is expected to be delivered over a 12 week period, April 30 – July 30 2024.
