Tender Description

GOODS AND/OR SERVICES SPECIFICATIONS

(a) INTRODUCTION

The goods and/or services involved include the installation of a gravel access road and associated works including the installation and commission of the back-up generator for the South Golden Beach flood pump station. Works also include the electrical modifications to the existing flood pump station switchboard and the associated design.

The details of the proposed work are provided below.

(b) BACKGROUND INFORMATION

The February 2022 floods caused major damage to public and private infrastructure throughout the Byron Shire. As a result, many residents were isolated due to dangerous flood waters and damage roads and council infrastructure, such as this flood pump station, were left without power and rendered inoperable during the event.

In response to these floods, Byron Shire Council were successful in gaining government funding through Resilience NSW (ResNSW) to complete these flood resilience works.

The funding provided by ResNSW is limited to the electrical component of the works. The civil component shall be directly funded by Byron Shire Council.

The funding agreement requires Council to complete these works by 30 June 2024.

(c) OBJECTIVES/OUTCOMES

The Project will deliver an upgraded concrete access track into the flood pump station.

Council has procured a generator has and will free issue it to the successful tenderer. The Successful contractor will be required to collect the generator from the Council Depot, install and commission it.

This upgrade aims to improve the continued operation of the facility during future flood events and provide a level of protection which was unavailable during the 2022 events due to power failures.

(d) SCOPE OF WORKS

Council proposes the following scope of works which are represented in Appendix B - Civil Drawings and Appendix C – Existing Electrical information including drawings:

1. Preliminaries

2. Earthworks

3. Concrete works and Drainage

4. Back-up Generator Works

5. Project Finalisation

Appendix B represents the civil scope of works which also includes the generator plinth and conduits required for the electrical install.

The electrical information provided in Appendix C will be suitable for an electrical engineer to design the modifications need in the switchboard and to complete the back-up generator installation.

PROJECT MILESTONES

The Contractor is responsible for the supply of all elements, labour and materials for the access road installation and back-up generator as per the following milestones which shall be priced as per Appendix A.

MILESTONE ONE – PRELIMINARIES

1.2 Complete preliminary site investigations, organise required equipment and progress sub-contractor engagement contracts.

1.3 Prepare and submit pre-construction documentation, such as all management plans (CEMP, SMP, QMP including ITPs) and permits required for the works.

1.4 Complete a dilapidation survey of the site which shall be used to compare the pre-existing condition of the site and surrounding areas to be later compared to the post-works condition of the site. This survey is especially important due to the proximity of local housing and adjoining fences. The survey shall be submitted to council prior to work beginning onsite.

1.5 Establish the site including facilities, site fences and signage requirements. All plant and equipment shall be mobilised also.

1.6 Installation of environmental controls in accordance with the Review of Environmental Factors (REF) and the Construction and Environmental Management Plan (CEMP). Compliance with all elements of the REF is required.

1.7 Complete a topographical survey for the works setting out the extent of the works and locating boundaries and existing services.

1.8 Complete a ‘Dial before you dig’ assessment with all authorities as per website requirements.

1.9 Complete a Traffic Control Plan composed by a suitably qualified PCBU and implement the traffic control requirements for the work activities.

MILESTONE TWO – EARTHWORKS

2.1 Clear minor vegetation and grub topsoil off the works area. Stockpile topsoil where possible for use during site remediation activities after the works.

2.2 Protect existing trees from the works. No mature tree shall be removed from site without prior approval from the Superintendent.

2.3 Complete cut and fill activities as per the requirements of Appendix B - Civil Drawings.

2.4 Construct retaining wall as per Appendix B – Civil Drawings.

2.5 Import and placement of ‘select fill’ as required to make up the ratios required to achieve the required site levels.

2.6 Move/install minor items such as level sensor box & electrical conduits

2.7 Supply and install drainage extension as required by Appendix B – Civil Drawings. Existing drainage pit heights to be adjusted to suit new access track FSL. Cast insitu concrete pit surround to be constructed and trafficable grates to be installed. (Grates to be Class D with a min. load carrying capacity of 15t as per AS3996)

2.8 Import and placement of select fill material and pavement subgrade.

Important note: Refer annotations on the design drawings, it is proposed the access track be constructed using Select Fill (min. CBR 45%) min. 250mm thick placed and compacted to Finished Surface Level (FSL), in lieu of the 175mm thick concrete pavement. Refer Drawing No. 20231001-CC-C012 for revised drawing details.

2.9 Finalisation of earthworks including proof roll to be witnessed by the superintendent. Any soft areas shall be remediated as per the requirements of Appendix B – Civil Drawings.

MILESTONE THREE – CONCRETE WORKS

3.1 Provisional Item, as directed - Form, tie steel and pour 175mm concrete driveway including all jointing in accordance with the drawings.

Important Note: Concrete pavement provisionally nominated between Ch 0 – 20 and Ch 85 – 100. Refer Drawing No. 20231001-CC-C012 for revised drawing details.

3.2 Form, tie steel and pour concrete generator slab including all jointing in accordance with the drawings.

3.3 Supply and install fence and gate to perimeter of generator slab.

Note: that the contractor must sequence the works in a way that enables timely installation and commissioning of the generator while ensuring adequate curing time of concrete works.

MILESTONE FOUR – ELECTRICAL WORKS

4.1 Collect ‘free’ issued’ transformer from Council Works Depot and transport to site. Place designated slab.

4.2 Complete electrical design and gain approval from Council electricians for the modifications. Supply and install the approved switchboard changes including all cabling and terminations.

4.3 Test, commission and handover the system to Council.

MILESTONE FIVE – PROJECT FINALISATION

5.1 Removal and disposal of rubbish and construction waste.

5.2 Final clean and make good all areas including stockpiles, laydown areas & access tracks.

5.3 Top-soil and Turf disturbed areas.

5.4 Demobilisation of all site plant and equipment, temporary fencing, toilets etc.

5.5 Remove temporary environmental controls.

5.6 Submit all testing certifications as per Appendix A and B.

5.7 Submit all project closeout documentation (ITP's, warranties & certifications etc).

5.8 Submit 'works as executed' drawings.
