This Tender is invited by the Issuer.

⁠⁠⁠The AEC's Polling Place Technology (PPT) project requires a full Information Security Registered Assessors Program (IRAP) assessment for functionality to be delivered for the 2024/25 federal election.

The two in-scope applications are:

  • The Electronic Certified List (ECL) application, and
  • Digital Officer in Charge (OIC) return application.

The service provider will complete Stages 1 and 2 and deliver required documentation and guidance per standards established by the Australian Signals Directorate (ASD).

The AEC’s polling place technology consists of two initiatives:

1. Electronic Certified List (ECL)

ECLs are portable computers that are deployed to polling places as a replacement for paper certified lists. They allow polling officials to efficiently search the list of eligible voters and record electronically against the approved list the fact that a person has been handed a ballot paper in accordance with the Commonwealth Electoral Act 1918. In addition, ECLs streamline the process of Declaration Voting through more accurate division identification and on-demand ballot paper printing and provide significant internal process efficiencies through the optimization of the Preliminary Scrutiny of Declaration Votes.

2. Officer-In-Charge (OIC) Digital Return

OICs are responsible for the management of the conduct of polling in a polling place and play a vital part in upholding the integrity of an electoral event. Part of managing a polling place is the completion of the 'OIC Return' – the information that must be collected during polling and returned to the AEC from a legislative, compliance and business value perspective. The AEC seeks to provide OICs with a portable computer called a Polling Place Management (PPM) device, to access the digitised OIC Return to facilitate improved compliance and real-time monitoring.
