The Council of the City of Sydney ("the City") invites Tenders for the carrying out of the City of Sydney Location Analytics and Insights services in accordance with this Request for Tender.

The City is seeking a location analytics platform to enable the organisation to access aggregated data and insights to understand visitation and movement patterns across different land use, building or asset types and how these trends vary both spatially and temporally across the local area. The service offering will also provide an understanding of the profile of City users by understanding who they are, where they are coming from, how far they have travelled, and duration of time spent in areas of interest.

The deliverables of this project must include the following:

- Access to a market ready solution (e.g., Software as a Service product) to enable interrogation, analysis, and reporting of key metrics of interest,

- Access to modelled population estimates generated from the underlying sample,

- Customisable solution allowing City to interrogate data, generate insights and reports for bespoke geographic areas of interest.

The analytics solution should provide the City with access to a near-time critical evidence base to understand the spatial-temporal trends of visitation and movement generated by City users, where City users come from and who they represent to support better decision-making in our strategic planning, economic development and operations. Access to additional metrics such as spend data for catchments of interest, would be considered favourably as part of the service offering.

The service solution must present a strong data visualisation and spatial mapping component which can allow the City to demonstrate how activity levels differ by geographic area, land use, building or asset use as well as demonstrating movement patterns and flows of City users between different geographic locations and points of interest.

Any contract departures need to be submitted at least 5 working days before the close of the tender.
