Tender Description

This Tender is invited by the Issuer.

NEMA is a relatively new organisation and the result of the merger of three separate organisations. A key focus for NEMA is improving the way data is managed and applied. To date this includes the NEMA Data Strategy and the creation of a data governance framework. As part of the data maturity uplift within the organisation, NEMA is seeking to identify and document the data assets that the organisation has available and potential and actual use cases. Preliminary work has been undertaken to catalogue the data assets that the agency has available and produces in the form of a data inventory. We would like to uplift the current data inventory to the level of a data catalogue to ensure it meets user requirements and becomes an asset for the agency. A key outcome is that this resource will allow all members of the agency the ability to search and understand the data that is held and can be accessed

The Data Catalogue Uplift project will provide a functional data inventory that will list the data assets the Agency currently holds, including where it is held, who the data owner is, currency of the data asset, key contacts, the metadata of the data set, searchability including standardised keywords, data usage including any relevant data sharing agreements and any data purchase/asset information including reference to contracts, restrictions on usage and list actual and potential use cases - this list is not exclusive and the proposal can include other elements that may add value to the Catalogue. This is important as it provides an enterprise view of the data held which determines the scope of the data to be governed, but also highlights any duplication in data that may be collected or acquired by multiple branches. Understanding our data landscape will also mean we can move to "one source of truth" with our data assets instead of different business areas relying on individually sourced, slightly different data. Options for delivering the catalogue to users across the Agency and recommendations on different technology solutions to uplift the catalogue beyond an excel format is part of a delivery report and user guide.
