Tender Description

PURPOSE:

The purpose of this request for Expressions of Interest (EOI) is to identify appropriately qualified and motivated practitioners and experts to contribute to Austroads project Charting a Path to Eliminating Road Death and Serious Injury (SAG6365) - Stream 2: Development of Zero Pathway Options and Stakeholder Engagement.

This contribution will be through membership of an integrated project team that may include several consultants and members of the Austroads project team. Note that you are not required to put a full team together, but only to nominate yourself/your organisation for consideration for Austroads to include you in the team. What are the key areas of expertise we are looking for?

a) Road Safety and Vision Zero Expertise

• Deep understanding of road safety principles and practices, including Vision Zero, Safe System approach and systems-based approach to road safety.

• Capability to understand and apply learnings and recommendations (including novel frameworks, guidance, practices, and approaches) from in-depth research and analysis of road safety issues.

• Experience in developing or implementing strategic roadmaps and safety plans that align with long-term goals (e.g., 2030 and 2050 targets), including the ability to create adaptable yet structured pathways tailored to different jurisdictional contexts.

b) Communication Development and Stakeholder Engagement

• Ability to develop clear, effective communication strategies tailored to various stakeholders, including political leaders, road safety authorities, local governments, industry players, advocacy groups, and community members. Expertise in simplifying complex road safety concepts for public understanding.

• Strong track record in engaging and collaborating with a diverse range of stakeholders, facilitating workshops, meetings, and forums to gather inputs, and fostering collaborative relationships. Ability to map out roles, influences, and capacities of stakeholders in the road safety ecosystem.

• Advanced report writing skills and collaborative prowess, expert in synthesising inputs from Project Team members into clear, concise, and impactful reports and documents.

• Exceptional content creation and dissemination skills, with proven ability to craft compelling content for websites, social media, etc., adapting tone for diverse audiences to maximise engagement, alongside expertise in using multimedia tools for innovative message delivery and audience reach.

c) Societal and Organisational Change Management

• Experience in managing organisational and societal change, particularly in the context of road safety improvements or other public health issues. Skills in developing strategies to navigate and lead transitions towards transformative solutions that address widespread societal matters and issues.

• Ability to influence and engage with political stakeholders to foster supportive environments, and to work across different levels of government and sectors to align objectives and actions toward transformative visions and goals.

d) Technical Training Concept Development

• Experience in identifying critical skill gaps and developing training programs. Ability to design curriculum frameworks, instructional strategies, and integrate change management principles into training programs.

What is the length and depth of the engagement?

Stream 2 is envisaged to take 6-9 months (March-October) after commencement, and each area of the engagement is envisaged to take several weeks’ worth of effort to be completed within this period.
