Tender Description
The Department (the Department) intends to establish a Panel Arrangement of one (1) or more Contractors to provide Bushfire Attack Level (BAL) assessment reports and/or a Bushfire Management Plans.
The Department of Education`s Capital Works and Maintenance directorate is responsible for arranging modular building installations. These building installations are required to accommodate shortfalls created by increased enrollments within a local intake area or if a building is in a sub-standard condition.
If the preferred location for the installation of a building falls within a Department of Fire and Emergency Services (DFES) bushfire prone area, then a BAL assessment report and/or a Bushfire Management Plan may be required.
The Department is seeking suitably accredited Bushfire Planning and Design (BPAD) Practitioner/s to prepare BAL assessments and Bushfire Management Plans (when required). The BPAD Practitioner/s will be required to have knowledge of all aspects of fire prevention requirements within Western Australia.
It is critical that accredited BPAD Practitioner/s demonstrate the following:
- a comprehensive knowledge for BAL assessment reports as per Australian Standard (AS) 3959-2009 - Construction of buildings in bushfire-prone areas;
- experience with government processes and government clients on BAL matters; and
- the ability to provide high level advice on BAL matters.
This Panel Arrangement will establish a standing offer enabling the Department to engage consultancy services to meet the requirements of DEFS and the State Planning Policy 3.7, which refers to Planning in Bushfire Prone Areas.
