The Department of Justice (the Department) is responsible for providing court services throughout Western Australia, including various regional locations. The Department requires the provision of as required fixed wing air charter services for the Carnarvon Magistrates (the Magistrates) circuit court.

The Carnarvon Court covers the following regions: Gascoyne, Murchison and Pilbara.

The air charter services will be required to cover a large area and operate from Carnarvon to remote locations. Towns regularly visited are Paraburdoo, Tom Price, Onslow, Exmouth (the Pilbara Circuit), Cue, Meekatharra, Wiluna (the Murchison Circuit), Denham (the Gascoyne Circuit) and Burringurrah (near Mt James).
