Tender Description

In early 2020, the Government announced $8.7 billion of Crown funding to progress new infrastructure projects through the New Zealand Upgrade Programme (NZUP).

NZUP investment in South Auckland includes three new rail stations and the NZUP South Auckland Package (SAP) programme, comprising:

• Paerātā Roundabout and Station Access Road (this procurement) – delivered on behalf of KiwiRail

• Waihoehoe Road Urbanisation – delivered on behalf of Auckland Transport

• SH22 Urbanisation

This is a Physical Works contract for the construction of the Paerātā Roundabout and Station Access Road. This is a Measure and Value contract referencing NZS 3910:2013. Supplier selection uses Prequalification and the Price-Quality Method.

This contract will be delivered in two Separable Portions:

• Separable Portion 1 (SP1) is the construction of an approximately 300m length new station access road, from SH22 to the new Paerātā Railway Station and the future Grafton Downs housing development.

• Separable Portion 2 (SP2) is the construction of a new single-lane roundabout on SH22 (Paerata Rd) near 933 Paerata Road.

The construction works include but are not limited to earthworks, pavement construction, off-road active mode construction, utilities installation and relocation, landscaping, street lighting, temporary traffic management and environmental controls, and coordination with adjacent projects.

Only tenderers pre-qualified to the following levels under the terms of the Transport Agency’s Prequalification System are eligible to submit a tender:

• Construction 4B and Surfacing 2B (and above); or

• Construction 4B (and above) and subcontracting Surfacing 2B services.

All responses to tender queries/clarifications will be answered by Notice to Tenderer which will be available in the addenda.

Tender submissions shall be uploaded to  eTender box in two separate files.

The GETS file upload limit is 50MB. The files should be labelled:

- File No 1 – 9236 - Proposal excluding Price

- File No 2 – 9236 – Price (pdf format PLUS excel spreadsheet Schedule of Prices)
