Tender Description

Through this tender process, the City seeks to appoint suitable contractor(s) for the Supply of LED Luminaires and the supply of Smart Controls Software & Hardware Maintenance.

The potential term of the contract is five (5) years with two (2) further optional extension periods of two (2) years each at the City's discretion. (ie: this is a 5+2+2 year opportunity.)

This tender contains two separate Lots:

- Lot 1 - Supply of LED Luminaires, and

- Lot 2 - Smart Controls Supply & Software and Hardware Maintenance.

Current Street and Public Lighting

The City of Sydney Local Government Area (the City) covers 26.15 square kilometres, within the Sydney metropolitan area. It comprises the Sydney Central Business District (CBD), the Rocks, Millers Point, Ultimo, Pyrmont, Surry Hills, Woolloomooloo, Kings Cross, Elizabeth Bay, Rushcutters Bay, Darlinghurst, Chippendale, Darlington, Camperdown, Forest Lodge, Glebe, Alexandria, Beaconsfield, Centennial Park, Erskineville, Newtown, Redfern, Rosebery, Waterloo, and Zetland.

The City plans to replace the existing luminaires and associated equipment of these public domain lights with modern, efficient and smart LED equipment, while not compromising the level of lighting currently achieved. Also, the City also plans to install smart lighting controls covering these lights, with a supporting Central Management System and Communications Network.

There are approximately 6,775 streetlights which are currently owned and maintained by the City.

The City also owns, and is responsible for, approximately 1,245 other lights in parks and other public domain areas, excluding sports field and bespoke lighting.

Current lighting hardware deployed for street lighting is a mix of lamp technology types and includes a high proportion of LED lights, which are coming to the end of their expected life. The City's LED Replacement Program is expected to take 4 years and is scheduled to commence in the financial year 2024-25.

Proposed changes to the contract(s) MUST be emailed to the City's procurement representative no later than 10 business days PRIOR to the RFT Closing Date. More information about this is found in the Tender documents attached.
