Tender Description

Auckland Council invites expressions of interest from community providers interested in occupying the council-owned facilities at Beach Haven and Glenfield to deliver Early Childcare Education (ECE) services.

ECE centres provide care and education for tamariki (children) in Auckland up until they are old enough to start primary school. Auckland Council currently operates its Kauri Kids centres at Beach Haven and Glenfield and will be discontinuing these services in June 2024. This provides an opportunity for an experienced community provider/s to continue to deliver affordable, high quality early childhood education to the local community.

Community providers must be:

  • a non-commercial group or organisation, incorporated society or charitable trust
  • an organisation that has a history of delivering community services
  • able to meet any other criteria for community occupancy as required under the Auckland Council Community Occupancy Guidelines 2012.

The preferred community ECE provider/s will utilise a model which aligns with Auckland Council's Kauri Kids visions and values.

These are summarised as the following:

  • · Commitment to Sustainability: Care for the environment
  • · The Power of Free Play: Play-based learning
  • · Nurturing Relationships: Teaching of social skills
  • · Creating Global Citizens: Building respect for others.

For more information on Kauri Kids centres refer to the council website.

Premises details are as follows:

GLENFIELD - 77 Bently Avenue, Glenfield 0629.

The ECE is within the Glenfield Pool and Leisure Centre. It comprises foyer / lounge, children's activities spaces complete with a small kitchen, toilets, laundry, and transient sleeping area. The current service is licenced for 30 children.

BEACH HAVEN - 130 Beach Haven Road, Beach Haven 0626.

The building is located within Shepherds Park at 130 Beach Haven Road, Beach Haven and sits adjacent to the existing Beach Haven Community House. The size of the existing service is approximately 519 square metres. The current service is licenced for 30 children.

Applicants seeking to submit proposals are expected to demonstrate the following:

A capacity to operate an ECE centre

· To provide accessible ECE services to the community

· To show continuity with existing services that align with the Kauri Kids visions and values

· To co-ordinate with adjacent council operations to maximise the use of council facilities

· To manage the ECE facility using a financially sustainable model

· To provide accessible, affordable, high quality early childcare services to the local community.
