The Organisation
Western Power is a Western Australian State Government owned corporation responsible for building, maintaining and operating an electricity network that connects our 2.3 million customers to traditional and renewable energy sources, delivering an essential service to our community.
The Requirements
Western Power has an ongoing requirement to ensure that the safety, measurement and lifting equipment used in Western Power’s operations remain functional and compliant to manufacturers standards and /or Australian Standards through regular testing (according to the equipment type) by qualified, experienced and trained personnel.
Western Power is seeking registrations of interest from suitably qualified and experienced companies for the supply of testing and calibration services for safety and measurement equipment.
The equipment requiring regular testing and calibration falls into five (5) general categories:
1. Types of Safety Equipment include (but not limited to):
o Rubber Insulating Gloves;
o Rubber Insulating Blankets and Covers;
o Rubber Insulating Mats;
o High Voltage Operating Sticks;
o Proximity testers (e.g. Modiewarks);
o Insulating Sleeves;
o Elevated Work Platforms (EWP);
o EWP basket liner;
o Gin pole (fitted to an EWP);
o Portable Earths;
o Ladders, and
o Plastic Mats and Covers.
2. Types of Measuring Equipment include (but not limited to):
o Clampmeters/Multimeters (includes ammeters and voltmeters);
o Ohmmeters including Earth resistance tester and Insulation resistance tester (e.g. Megger);
o Wattmeters;
o Phase angle indicators;
o Power Factor Meters;
o Polarity Testers, and
o Service Connection Tester (e.g. Metrel Polarity Plus).
3. Types of Lifting Equipment include (but not limited to):
o Chain or Chain Sling;
o Come-Along Wire Grip; and
o Hand Winch
4. Types of Medical Equipment include:
o First Aid Kits (in vehicle)
5. Types of Fire Equipment include:
o Fire Extinguishers (in vehicle)
The equipment requiring regular testing and calibration are located across various Western Power depots located in the South West Interconnected Network (SWIN), along with our Regional Locations.
Any company undertaking testing and calibration is required to provide and maintain a real time register showing testing dates, due dates certificates and other relevant information which Western Power must have open access to. The database must be capable of being exported to Western Power hosting should the need arise at a future time.
Registration
Suppliers are required to respond to the following for the ROI submission:
• Demonstrate track record and capability in delivering testing and calibration services for safety and measurement equipment in relation to the high-level Scope requirements stated above;
• Reference from at least three customers who have been offered similar services; and
• Safety, Health & Environment information to be requested as part of this exercise.
