Tender Description

Parihaka Papakainga Trust (PPT) is looking for a Construction Delivery Partner to lead the delivery of the Parihaka Infrastructure Project (PIP). The scope includes earthworks, three waters, services reticulation, and connections (communications, power etc.), road/parking works and other works. It is anticipated that limited elements of the scope will be design and build.

The works will be undertaken at Parihaka Papakainga, a place of profound importance in the history of Aotearoa and Taranaki, an importance which carries through to the present day. The Papakainga today is home to a living community who utilise the whenua to live, work, produce kai, meet, and continue to uphold the legacy of Tohu Kakahi and Te Whiti o Rongomai, the two original founders and leaders of Parihaka. The site is subject to constraints such as wetlands, awa, flood risk areas and archaeological significance among others.

As such, while the scope of the infrastructure works is relatively straightforward, project delivery success will require a Construction Delivery Partner who understands the needs of the community and is able to undertake the works in a manner that embodies Nga Tikanga o Parihaka, the principles that govern all undertakings by the community, including this project.

The Construction Delivery Partner may be a single organisation or made up of a partnership, or similar, of complimentary organisations. It is anticipated that the Construction Delivery Partner may be a civil contractor or a main contractor.

What the Buyer don't want:

The Buyer do not want proposals that don't understand or reflect the specific and unique needs of the Parihaka Papakainga community. We are not looking for a contractor who will approach this project as a typical infrastructure project.

What's important to the Buyer?

The appointment of a Construction Delivery Partner, who will act in partnership with the community and Parihaka Papakainga Trust and understands that the infrastructure works are the physical enablement of long-term community sustainability and health, as opposed to the installation of services and earthworks.

This means a proven track record and capacity to deliver the works are the basic requirements to undertake the construction works. We also want to be confident that the Construction Delivery Partner will:

- Be flexible and comfortable working alongside the community, understanding the dynamic nature of the community such as Te Ra o Tohu Kakahi (18th of each month) and Te Ra o Te Whiti o Rongomai (19th of each month), as well as the needs of pa residents,

- Understand how their delivery of the works will embody Nga Tikanga o Parihaka,

- Support the cultural impact of the project,

- Have a proven track record working with Maori communities / or can indicate why they are willing to do so, and/or be competent in Kaupapa Maori with at a minimum, the ability to pronounce Te Reo Maori correctly, and

- Have a plan to support the government's Broader Outcomes through delivery of the works, with the four specific outcomes being:

- Priority outcome 1: Increasing access for New Zealand Businesses with consideration to Rule 3 of the Government Procurement Rules and Te Kupenga Hao Pauaua (progressive procurement policy).

- Priority outcome 2: Construction Skills and Training

- Priority outcome 3: Improve conditions for New Zealand Workers (health and safety); and

- Priority outcome 4: Reducing emissions and waste.

The PPT has an ambitious long-term programme of work set out in the Parihaka Development Plan with a view to seeing Parihaka fulfil the legacy of Tohu and Te Whiti as a lived example and an influence in the regional, national, and global dialogue of peace.

This opportunity to contribute to the legacy of Parihaka and help to rebuild the sustainability and health of the community is unique. It also offers the opportunity to form a long-term relationship with the community and potentially contribute to the ongoing development of Parihaka.
