Joint Warfare Development Branch (JWDB) in VCDF Group is leading the application of mission engineering in Defence. DG JWDB has defined a mission engineering-based process to support force design in Defence. This process is continuing to be embedded as standard business over 2024. JWDB efforts centre on the translation of high-level strategic objectives into a structured characterisation of the military response, described as mission threads, which reflect the operational context. The mission threads provide the basis for force design, capability investment prioritisation, and identification of capability gaps.

The successful tenderer will be expected to provide support services to continue work already done towards establishment of mission engineering as standard business in VCDF Group and Defence more broadly.

Requirements are as follows:

a. Translate strategic guidance and intelligence into accurate characterizations of missions (mission threads) which reflect assessed context, Defence policies, doctrine and concepts.

b. Support implementation of mission solutions in collaboration with Capability Managers and Delivery Groups (mission engineering threads).

c. Application of contemporary analytical methods (trade-off analysis, modelling, mission metrics development).

d. Contribute to the evolution of the mission engineering process into a mature Defence process, integral to force design and capability development.

e. Support capture and configuration management of mission engineering architecture and detailed design content in a model-based environment.

f. Educate new ADF/APS staff in mission engineering principles and process.
