Construction Services - Santich Park Upgrade

⁠⁠⁠The City of Cockburn (the Principal) is seeking the services of a suitably qualified and experienced Civil Contractor to undertake the supply, delivery, installation and commissioning of Sports Floodlighting, a carpark and associated works at Santich Park, Lake Coogee, Western Australia.

Santich Park is located at 19 Becket Close in Lake Coogee WA 6166, on Lot 4553, with an area of approximately 5.6 hectares.

The City of Cockburn intends to provide upgrades to Santich Park Reserve. The project will provide new sports floodlighting to the southern oval of Santich Park to facilitate sporting and community use, as well as improved parking to provide a net gain in parking space. The reserve is currently used in the Winter season by the South Coogee Junior Football Club and in the Summer season by the Cockburn Little Athletics Club.

There have been several community requests for improved parking in the precinct due to the insufficient formal parking during peak periods (typically weekend games). The reserve relies mainly on informal verge parking which typically overflows to neighbouring verges. The provision of formal parking spaces in a new 45 bay carpark near Shelley Way intends to alleviate the impacts to surrounding residents.

The project will provide sports lighting to an average level of 100 lux (with ability to switch to 50 lux) for the southern oval for amateur/ community Australian Rules and Athletics use. This will allow for night training and games to be held.

This project scope also includes upgrades and relocations within and surrounding Santich Reserve. These matters were raised as part of the community engagement process. These include (but are not limited to):

• Required modifications to existing irrigation systems to accommodate new carpark.
• Minor upgrades to the Beckett Close/Asquith Way intersection and connecting footpaths to the existing clubrooms.
• Relocation of athletic infrastructure and realignment of existing AFL goals.
• Minor changes to the existing Beckett Close carpark; and
• Relocation of the playground area.

The Contractor will be required to provide all labour, plant, tools and equipment, materials, fees and charges, chemicals, transport/cartage etc. and anything else necessary for the completion of the proposed Contract.

Detailed design drawings have been prepared and a full statement of the construction works required under the proposed Contract appears in the Specifications and Special Conditions of Contract.

The Principal will appoint an in-house Project Manager to undertake the role of Principal’s Representative. The Principal intends to appoint a staff member from the lead Civil engineering Consultant (TABEC Pty Ltd) to undertake the role of Superintendent.

It is the Principal’s expectation that the Contract shall be awarded in April 2024, and shall commence immediately upon receipt of the contract with an estimated total/supply/manufacture, delivery, installation and commissioning period of twenty (20) weeks.
