Tender Description

⁠⁠⁠The Town commonly undertakes a range of activities within the civil construction services industry and requires suitably qualified and experienced suppliers:

• for the supply of plant, equipment, and operators for infrastructure works (Wet and Dry hire) within the Principal’s boundaries; and

• to repair end of life and defect footpaths throughout the Town’s boundaries with the aim to improve pedestrian safety and connectivity around the town.

The Invitation will result in a Panel of Suppliers who from time to time will be requested to perform defined services via a purchase order process.

The Town’s Asset Data Officer and Coordinator Maintenance have worked with the project team to develop a Kerb Renewal Program and Footpath Renewal Program which will assist in the allocation of work packages under this Panel Agreement.

So as not to restrict the Agreement to footpath only, a broader title of concrete placement will allow other renewal works such as crossovers, slabs, floodway crossings and similar works to be captured with this Panel Agreement.

The Panel of pre-qualified suppliers provide a greater efficiency in the delivery of committed works scoped and allows the Town to undertake projects requiring similar equipment and experienced operators without impacting the delivery timeline of committed works.

The Invitation to Apply will result in a Panel Agreement with a Panel of Contractors who from time to time, will be requested to perform defined services and works.

The Panel will contain the following Categories:

• Wet and Dry Hire

• Asphalt

• Bitumen Spray Seal

• Concrete Placement

• Kerbing

Respondents will need to demonstrate they have the necessary qualifications, ability, and experience to provide the required services to the Town.

The Town requires Contractors to have exceptional customer service and communication capability and to be skilled (and where appropriate licensed) in planning, organising, and undertaking trade services in an efficient and cost-effective manner.

Services will be required during both Normal Working Hours and outside of those hours as required. For the purposes of this Panel Agreement, Normal Working Hours shall be 0700 to 1700 Monday to Friday excluding public holidays. Weekend and public holidays will be at request and submission should reflect penalties incurred for outside of normal working hours.

Respondents may apply to be appointed to the Panel, demonstrating their suitability and if required, qualification and experience for the respective Categories.

Respondents to may apply and be acknowledged as representing for more than one Category.

To qualify for inclusion on the Panel, Respondents are required to respond completely to this Invitation to Apply and be evaluated to be a Pre-Qualified Supplier.
