The Principal requires the construction of a new access road within Tomago depot. The new access road will be positioned at the rear of Electrical Mechanical Maintenance (EMM) yard and is designed to facilitate one-way traffic flow. The access to the EMM yard area is currently via single access point for entry and exit. The area is too narrow for effective two-way traffic; trucks have to make 4 point turns to exit. While current controls are in place, these are insufficient to reduce the degree of vehicle/vehicle and pedestrian/vehicle interaction.

Hunter Water's Tomago Depot facilities are critical locations, containing major water treatment facilities, pump stations, chlorine dosing units, workshops and administration buildings. This site is regularly accessed via volumes of traffic and varying vehicle types due to the mixture of facilities and infrastructure on site. Entry to the site is through either of two entrances, Tomago Rd entry or Masonite Rd entry.
