Tender Description

The Council of the City of Sydney ("Council") invites tenders for the carrying out of the Management and Operation of the Kings Cross and Goulburn Street Parking Stations in accordance with this request for tender.

Council owns the Kings Cross and Goulburn Street Parking Station buildings located at 101 Goulburn Street, Haymarket and 9a Ward Avenue, Kings Cross. The Car Parks are contemporary, purpose built, multi-level public parking stations with a capacity of approximately 733 and 383 cars respectively.

Council is seeking business-specific and experienced organizations to tender for the Car Park operation on a management basis. The successful tenderer will be required to staff, monitor; manage and report on the day-to-day parking operation of both facilities.

Commercially, the management period is for three (3) years, plus two (2) option periods of one (1) year each. Options are at the City's sole discretion. The terms include a fixed price service fee-based contract incorporating ALL contractor direct and indirect costs. In addition, there is a performance-based incentive fee available if key performance indicators are above agreed levels.

Council is responsible for all property and building outgoings. Other costs incurred by the operator not included in the fixed price service fee will be reimbursed subject to prior approval by Council i.e. agreed works or ad-hoc marketing campaign.

The anticipated timing of contract commencement is 1 May 2024.

Tenderers must submit tenders in the manner required by this RFT.

Site Visits

A site visit will be available on Tuesday the 16th of January 2024 to all interested parties. It will begin from 9:00am at Goulburn St parking station and 10:00am at Kings Cross parking station. Interested bidders are welcome to attend either or both sites.

Tenderers must take their own precautions upon visiting the two sites. Free parking will be available to those that choose to attend on the specified day.
