Tender Description

This Tender is invited by the Issuer.

CSIRO is seeking proposals from suitably qualified and experienced service providers for the supply and operation of the new Sustainability Data Management System (SDMS). The delivery of the SDMS includes a number of key components:

1) Software Requirements:

Software System:

A web-based product or suite of products that provides the functionalities as required. The main five key functions are:

  • Data Management: Collect, collate, and store all sustainability data from different data resources in the same format.
  • Data Analysis: Ability to forecast usage and cost, extrapolate to fill in data gaps based on historical data or other methods, and data health checking. Data must be downloadable in a required format and used for compliance.
  • Data Visualisation: Present the CSIRO’s sustainability performance and data analysis in a visually appealing and clear format, such as a customisable dashboard (e.g., Power BI, Tableau), and Power Point report. The information/outputs can be shared with various audiences via scheduled reports.

Reporting: Ability to download reports in a requested format, identify different reporting boundaries, and generate sustainability report(s) in accordance with different sustainability frameworks (e.g. NGER, NPI, GRI, SASB etc).

Others: Other functions to assist the management of CSIRO sustainability performance if required

Infrastructure:

A suitable external system for hosting the SDMS which delivers satisfactory performances and security

2) Service requirements:

  • Implementation: Design, user profile creation, engagement with different utility suppliers, connection and import of data sources, and import of historical data
  • Operation: Management and maintenance of the SDMS software and infrastructure to meet or exceed the availability and other requirements
  • Disengagement: Services to support transition to an alternate SDMS at the end of the contract term
  • Additional Services: Services to enhance the capability of the SDMS or support integration with other products that CSIRO may elect to acquire.

The users and their needs

The SDMS will include the capability to establish categories of users with specific access permissions. At a minimum, the SDMS should provide for each of the following user types:

  • CSIRO Administrators with full access to all SDMS functions and with ability to directly modify, add or remove the authorized users and data (a maximum of 6 Administrators)
  • View/Write users (a maximum of 20 users)
  • View Only users (a maximum of 100 users)

In addition, the SDMS will provide role-based access controls (limited access) to various stakeholders based on data requirements, e.g., building level, site level and region.

Administrators and Write users can use/download the data, information and dashboard to analysis performance and generate reports (e.g. Sustainability Compliance Reports and internal reports). All users can share the dashboard with internal or external audiences.

Work already done: Currently CSIRO has an Environmental Data Management System onboard.
