Tender Description

This Contract is for electrical maintenance and upgrade works at all 3 Waters facility sites in the Waimakariri District, as well as development of Council specific electrical specifications and proactive works programmes tailored to the district’s 3 Waters sites.

The main tasks involved in this Contract are:

- Maintenance and upgrade of the electrical systems at all 3 Waters sites, including mains power, telemetry, control systems and other electrical items, e.g. aerators, electric motors, variable speed drives, electrical switchboards and cabinets.

- Maintenance and upgrade of automation equipment e.g. RTUs, PLC, HMI at all 3 Waters sites.

- Provision of a 24-hour emergency stand-by service to offer both advice and the ability to visit and carry out repair works at any of the 3 Waters sites across the district at the request of the Water Unit or 3 Waters staff. Note that the volume of work is very difficult to predict due to its nature and uncertainty. Therefore, there is no guarantee of the amount of on-call services. It is expected that most call outs will be repair type work. Replacements will require verification and authorization by the Engineer.

Other requirements

- Work with the Principal to develop Council specific electrical specifications and functional requirements to standardize new electrical assets in the district.

- Work with the Principal to develop a comprehensive preventative maintenance programme of works that optimizes cost versus risk.

- Work with the Principal to develop a comprehensive forward works programme for upgrades and renewals based on asset criticality and condition.

- Maintain a number of spare parts for the electrical systems at the 3 Waters sites to enable timely repairs. Bearing in mind the critical nature of the infrastructure to be maintained and the level of service guaranteed by the Council.

- Provide the Principal with timely feedback on any required upgrades or renewals required at any sites.

- Design of new electrical works and providing input to functional descriptions for new capital projects.

- Working with developers in the District to ensure Council’s specified infrastructure is installed.

- Participation in the commissioning of new works undertaken by others.
