Liverpool City Council is inviting expressions of interest for the provision of bar vendor for Lanterns and Lights. The successful applicant will be the sole provider of alcohol at this event and align with the theme of the event in celebrating South-East Asia.
As part of our ‘Experience the World’ event campaign each festival will travel to a new destination in the world and people can sample different foods, see different traditional performances, and experience the attractions of life in other countries in the Liverpool CBD. Our events are multicultural, diverse, inclusive and committed to quality in everything that we do, and we are looking for a bar partner that shares these values.
This Pop-Up Bar Vendor will elevate this event to the next level and be chance for new, emerging or established bars to experience a festival setting as well as promotional and marketing opportunities.

All applications for Lanterns and Lights will be reviewed against the key criteria and applications will be chosen appropriately based on the event.
There is only ONE available position to participate as Lanterns and Lights 2024's Pop-Up Bar.
The successful vendor must:
- Respond to all questions in Application Form;
- Culturally specific to the events theme ‘Lanterns and Lights – Experience the flavours of Asia’ in offerings e.g. themed cocktails or drinks from the countries in South-East Asia
- Demonstrate relevant experience in operating in a similar festival environment;
- Provide appropriately qualified staff to provide support, plan, execute and monitor the provision of the services, undertake reviews, and liaise with Council’s team.
- Provide an adequate number of qualified staff members to cope with the audience sizes as outlined above.
- Ensure that all staff members hold current RSA qualifications
- All vendor employees engaged on the works of this contract shall be insured to the full extent of the Contractor’s liability under the Workers Compensation Act (policy details will be required on acceptance of proposal)
- Operate for the duration of the event as per the dates/times outlined above (Friday 16 to Sunday 18 February 2024, 6pm - 11pm)
- Acquire, at their expense, a temporary liquor licence and provide proof of licence to Council six weeks prior to the event;
- Ensure that alcohol is served as per the requirements of their temporary liquor licence;
- Ensure all liquor licensing obligations are adhered to as per the licence granted to festival, including display of all relevant and up to date Temporary Liquor License and Responsible Serving of Alcohol certificates in their bar area;
- Ensure all OHS and safety requirements are adhered to at all times;
- Hold adequate Public Liability ($20,000,000) Insurance and provide certificate of currency to Council on application
- Offer alcohol in reusable plastic cups or opened cans and adhere to all NSW Plastics Ban Protocols. Glass is prohibited onsite and cannot be used as glassware for serving drinks.
- Provide the bar/service area, reusable cups and all stock and equipment associated with the bar.
Liverpool City Council will provide:
- Marquees as required;
- Mobile coolroom storage facilities
- The required number of security personnel to meet the requirements of the liquor licence, and as stated by Law;
- Power and lighting
- Signage – successful bar vendor will need to provide all collateral three weeks prior to the event
- Access to water;
- Rubbish bins and collection.
Applicant Information:
Applicants must use the EOI Form available on our website and clearly address the selection criteria. Applications in partnership with another business is accepted, as long as the specifications are met. Non-conforming applicants may be rejected.

Lobbying Councilors or Staff is prohibited and may disqualify you from the process.
Liverpool City Council may at any time, by notice in writing to the applicants, change: the time and/or date for lodgment; the EOI procedure; or the scope of the services outlined in this EOI.
Liverpool City Council is not bound to accept the highest vendor offer or any other EOI and may determine: not to proceed with any of the applicants; to re-advertise the EOI; negotiate with a preferred applicant; or not proceed with the services or any part of the services. Applicants may be invited by the Council to submit a best and final offer in relation to all or certain aspects of their respective applications.
The Council is under no obligation to give applicants the opportunity to submit a best and final offer, therefore encouraged to submit their best and final offers in the first instance.
All applicants will be promptly notified in writing by Council if the contract is awarded to any applicant.
EOI’s MUST BE SUBMITTED BY WEDNESDAY 3 JANUARY 2024.
