Tender Description
The City of Cockburn (the Principal) is seeking the services of a suitably qualified, registered and experienced Consultant to prepare a Coastal Hazard Risk Management and Adaptation Plan (CHRMAP).
The CHRMAP will set the framework for the assessment, by identifying coastal hazards, analysing vulnerability for specific assets, identifying and prioritising management and adaptation responses, and providing an implementation plan.
It will also inform the community and stakeholders about potential coastal hazard risks; identify community and stakeholders’ values as well as key coastal infrastructure and assets at risk; and provide a clear pathway for the Principal to address coastal hazard risks over time.
Ultimately, the CHRMAP will provide strategic guidance for coordinated, integrated and sustainable land use planning and management decision-making by the Principal.
The CHRMAP will also guide necessary changes to the Principals Local Planning Strategy, Local Planning Scheme and other relevant strategies and local planning policies.
The CHRMAP will be prepared in accordance with the CHRMAP Guidelines and State Planning Policy 2.6 – State Coastal Planning Policy (SPP2.6).
Additional to the technical document a user-friendly CHRMAP publication is to be created to make it easy for the community and stakeholders to understand the challenges, rationale, and recommended response as endorsed by the State Government.
The Contract shall be in force for a period of two (2) years from the date of Contract award, with Principal instigated options to extend up to a further one (1) year after that to a maximum of three (3) years.
The Contract is expected to be awarded in March 2024, with services commencing in April 2024.

TENDER BRIEFING/SITE INSPECTION – MANDATORY
Attendance at this meeting is mandatory.
Failure to attend this briefing will render the Tenderer ineligible to submit a Tender.
Tenderers are required to attend a Tender briefing on:
Thursday, 14th December 2023 from 10:00 am to 11:00 am (AWST).
The location of the meeting is at:
Port Coogee Marina Office, 5 Maraboo Loop, North Coogee, WA.
The briefing will provide Tenderers with the opportunity to clarify any uncertainties with the Principal prior to the closing of the Tender.
