The Information Technology Division (ITD), Procurement and Software Services section has a requirement for the provision of Software Management Support Services.

The Successful Seller will be required to manage and maintain over 200 software vendor arrangements, ranging from simple to strategic sourcing for the Department and its portfolio agencies. Under this Contract, the Successful Seller will undertake the following services:

Drive cost savings and optimizations in the use and management of software

Support of Departmental software initiatives and processes to drive cost savings and optimizations in the use and management of software through specialized software licensing advice and governance including:

• Review of license usage reporting
• Review of proposed target state architecture.
• Review of environmental changes

Identify, manage and mitigate commercial and business risks relating to software

• providing SME licensing assessment into requests for new software.
• supporting major software compliance and audit activities including identifying appropriate remediation strategies or negotiating optimal commercial resolution
• identifying and advising on mitigation strategies for proposed risks relating to software and environmental changes
• assessing software terms of use and license terms and providing specialized recommendations on risks and mitigation strategies including:
• seeking additional commercial protections.
• agreeing new contractual provisions.
• environmental management strategies.

Improve software governance maturity and software management practices to strengthen vendor relationships and ICT investment value

• uplifting software governance maturity in the Department, including software procurement and management practices.
• providing strategic advice in relation to the continual improvement of software management maturity.
• supporting stakeholder education about software management.
• transferring specialized knowledge to the APS workforce
• routinely engaging with software vendors, business areas and other government agencies, such as Digital Transformation Agency (DTA) to enable the Department’s software related outcomes.
• managing the Department’s centralized software portals.
• facilitating the capture and recording of software commercial and asset data.
