Waka Kotahi began testing pavement deflection using Traffic Speed Deflectometer (TSD) technology in 2015. The TSD can survey from a vehicle moving at traffic speed, which helps replace previous static testing techniques.
The initial 5-year TSD contract was undertaken by ARRB (now NTRO) using an iPAVe survey vehicle shipped from Australia. After the initial contract finished in 2020, the intention was to continue a TSD survey with a new contract. Covid19 related shipping restrictions resulted in a gap of survey years, but a new 3-year contract was re-established in 2022.
The TSD technology used on the iPAVe is very specialised. For this reason, an exemption from open advertising was granted for the current contract.
Waka Kotahi is now looking at future requirements for pavement testing, A new, longer-term contract is proposed in order to enable potential suppliers to make the investments in technology.
A market sounding exercise is also proposed to further test the assumption of a limited supplier pool capable of undertaking the work. The purpose of this RFI is to fulfil this market sounding requirement.
If more than one compliant supplier response is received for this RFI, this will trigger a subsequent evaluated tender process.
