Tender Description
The Council of the City of Sydney ("Council") invites Requests for Tender for the undertaking of fire services and building upgrade construction works for 307 Pitt Street, Sydney in accordance with this request.
Purpose:
The purpose of this Request for Tender process is to identify a suitably qualified Design and Construct (D&C) contractor with experience in building wide fire safety upgrades to complete works required for the fire services and building upgrade works for 307 Pitt Street, Sydney.
Project Overview:
The 307 Pitt St fire services and building upgrade project, is being delivered in four stages. Stages 1 to 3 have been completed, Stage 4 is to be delivered in two parts, A and B. This Project (the Project) will deliver Stage 4 - Part A.
Stage 4 - Part A - this Request for Tender (The Project) will deliver all works excluding the repair of the existing passive installations.
Stage 4 - Part B - will deliver the repair of the existing passive installations. To be tendered at a later stage.
The Contractor will deliver all required works to complete the Project in accordance with the contract documentation.
307 Pitt Street is an existing 15-storey commercial office building that includes a basement carpark, ground floor retail area, corporate office levels and an upper plant level. The building has a comprehensive staged fire safety upgrade that the Council is in the final stages of completing. Stage 4 represents the works required to complete the final fire safety strategy upgrades.
The Fire Safety Strategy Upgrade Report (FSSUR) has been prepared, providing a strategy describing the necessary upgrades, as well as satisfying the required scope to the remaining Fire Safety non-compliances.
The FSSUR identifies fire safety measures to be implemented to new and existing installations. The FSSUR has been supported with the preparation of a comprehensive performance specification and associated design documents, allowing for the Project to be tendered and delivered under a D&C project delivery model.
Project objectives:
Timely completion of the works: in line with the period of compliance for the fire order 23rd of May 2024. Completion requires certified compliance, of installed installations.
Contractor's design: is to be a suitable compliant, maintainable, 'buildable' and cost-effective.
Minimal disruption: to the functionality of the building and building occupants.
The contracting team: including any sub-contractors, designers, and consultants, are to be suitable technically skilled and experienced with building Fire Services upgrade projects.
WHS: Safety is a priority, with site-specific considerations and methodologies clearly documented, managed, and implemented throughout the Project.
Project programme: Program deliverables are met in line with the approved construction program and momentum is maintained throughout the Project life.
Project budget: is controlled without variance and all project considerations are allowed for at the time of tender.
12 months defect period: any defected works are promptly maintained in accordance with contractual and documented requirements.
Contractors' quality management: and social initiatives align with the values of the City of Sydney.
Project scope:
The following provides a high-level overview of the Project scope requirements:
- Stair pressurisation system: System to be installed, inclusive of stair pressurisation and air relief paths on each level, allowing for ceiling modifications (minor building works) to lift lobbies and tenancy areas, alterations to the existing facade windows allowing for motorised relief air on all applicable levels.
- Mechanical services, modifications to car park supply and exhaust ventilation system. Recommission the legacy air handling unit and restore the operation of the shutdown systems. Installation of duct sampling smoke detection in the car park.
- Existing FIP interface controls, modified to enable the existing mechanical systems to shut down in fire mode interfacing with all new and existing installations.
- New essential services switchboard, to be installed on Level 14 plantroom.
- Additional wet and dry fire installations, inclusive of hydrant upgrade works.
- Management of existing hazmat installations, inclusive of asbestos and lead containing materials.
- Design works, satisfying documentation that finalises all required project design, leading to the close-out of the works.
- Testing, demonstrating, and providing documented performance of all fire systems supplied in this contract
