Tender Description

⁠⁠⁠The City of Melville ("City") is seeking a suitably qualified and experienced Contractor for the transport, processing and disposal of street sweeping material, non-chippable greenwastes, bulk inert wastes and general waste from council operation. Council would also like the option to buy back recycled materials for use in construction projects.

The City is located approximately 8 kilometres from the Perth GPO and encompasses Alfred Cove, Applecross, Ardross, Attadale, Bateman, Bicton, Booragoon, Brentwood, Bull Creek, Kardinya, part of Leeming, Melville, Mount Pleasant, Murdoch, Myaree, Palmyra, Willagee, part of Willetton, and Winthrop.

To procure these services the City is releasing this Request for Tender (RFT) as a collective RFT with seven (7) separable portions, as follows:

(1) Street sweeping material;

(2) Non-chippable greenwaste;

(3) a) Road construction and demolition material (From Operations Centre);

(3) b) Road Construction and Demolition Material (Mixed Loads Delivered by the City);

(4) Clean sand and gravel;

(5) General bulk waste; and

(6) Supply of recycled construction materials.

The preference is to award the services to a single Contractor that offers best value for money. However, recognising that some suppliers may offer preferable solutions for recovery of materials or drop off locations, separable portions have been provided.

The Contract period is for an initial term of two years with three additional 12 month option periods which will be exercised at the sole discretion of the City.

In order to achieve the City objective of Carbon Neutral by 2030, the contractor will need to provide the City with their carbon emissions during the term of the contract.

For additional items not included in the Pricing Schedule but that fall within the general scope of this Contract and are requested by the City, the Contractor shall provide a written quote to the City for approval. If the City is not satisfied with the quote received, the City reserves the right to request a revision to the quote or engage a contractor outside of this Contract.
