ABOUT THE COUNCIL
Stretching from Palm Beach to Manly, the Northern Beaches boasts more than half of all the beaches in Sydney and a population of more than 266,000. The Council is committed to maintaining a high level of customer service to the local community.
Northern Beaches Council is working closely with the community to build strategies that enhance our quality of life, promote sustainable development and protect our environment.
While many of the suburbs have busy commercial centres such as Manly, Warringah Mall, Brookvale Dee Why, Collaroy, Narrabeen Warriewood with significant pedestrian foot traffic, the Northern Beaches LGA is also serviced well by bus (public transport) services including the B-Line express service from Mona Vale (via Manly) to the Sydney CBD along Pittwater Road and features numerous other suburban bus routes. These bus services utilise parts of the LGA's primary arterial roads
- Forest Way, Belrose (70m East of Neridah Avenue) = 32,481
- Mona Vale Road, Ingleside (90m East of Addison Road = 24,228
- Pittwater Road, Collaroy (20m North of Jenkins Street) = 32,734
- Warringah Road, Beacon Hill (100m East of Daines Parade) = 52,222
Council has existing bus shelter advertising contracts associated with the former Council LGA's which expire in October 2023, these are aligned to the following existing suppliers;
- JCDecaux Australia (Manly LGA), and
- oOh!media (Pittwater and Warringah).
SERVICE REQUIRED:
Northern Beaches Council (Council) invites tenders for the performance of the Services - Bus Shelter Advertising. The scope of the Services includes the refurbishment, replacement, management and maintenance of well-presented Advertising Asset displays in the Bus Shelters that will be attractive to potential advertisers to generate an important revenue stream.
The successful Tenderer(s) will be responsible for the cleaning and maintenance of all Advertising Bus Shelters within their relevant area. In this regard, Council also seeks to consider its options regarding the potential for the successful Tenderer(s) to undertake the cleaning and maintenance of all non-Advertising Bus Shelters in their contract award area. This pricing option is identified in the Financial Offer Response Schedule.
Further, Council seeks the option to purchase (at its cost) the supply and installation of new Bus Shelters from the successful Tenderer during the contract term. In this regard, Tenderers may elect to offer optional designs and pricing in both Advertising and non-Advertising configurations.
The Bus Shelter Advertising opportunity is provided in two parts being an initial Complying Tender for the whole Northern Beaches Local Government Area (LGA) and an option (accompanied by a Complying Tender) to submit an offer for either or both of the following two separable areas;
A. the former Manly Council LGA, and
B. the combined former Pittwater and Warringah Council's LGAs
It should be noted that it is Council's preference to appoint a single Supplier for the whole LGA. However, should additional benefit be provided to Council through the potential separate award to two suppliers Council may do so at its sole discretion.
Accordingly, Council is seeking Submissions from appropriately qualified and experienced Out-of-Home Advertising Tenderers for the management of Advertising Assets in Bus Shelters in Council's Local Government Area.

Criteria Schedule Weighting
- Demonstrated organisational capacity and past experience of the Tenderer Schedules F3 and F5 10%
- Appropriate qualifications, skills and past experience of Personnel, Suppliers and Subcontractors Schedules F10 and F11 10%
- Proposed Methodology (including QA and Safety Systems & Plans, Bus Shelter and Advertising Asset Development, Portfolio Utilisation, Management and Maintenance) Schedules F7, F8, F14, F15, F16, F17, F18, F19 and F20 30%
- The Fee including Advertising Sales Projections, Percentage Share, Minimum Guarantee and Sign-on Fee Schedule of Fees F21 50%

LODGEMENT:
